Two municipalities in free Famagusta according to a publication

Fifteen municipalities are provided for in the final proposal of the Union of Municipalities, which took the form of a bill, in the context of the Local Government reform, although, in the prepared text, it is not recorded which municipalities will result from the mergers, according to today's publication. newspaper "Phileleftheros".

In the final text of the Union of Municipalities, under the title "Bill entitled the Law on Municipalities of 2019" and specifically in the section entitled "Establishment and formation of municipalities", provides for the creation of four municipalities in Nicosia, three in Larnaca, two in Famagusta , three in Limassol and three in Paphos. At the point where the name of the new municipality would normally be recorded, there are three dots.

Regarding the number of municipal councilors, the following are recorded:

In municipalities where the voters do not exceed 10.000 there will be 12 councilors, in municipalities where the voters exceed 10.000, but not more than 20.000 there will be more than 16, in which there will be 20.000 councilors. There will be 30.000 councilors and in municipalities where the electorate exceeds 20 the municipal councilors will be 30.000.

A citizen-voter who has reached the age of twenty-one may be elected mayor, deputy mayor or council member.

The bill also stipulates that the mayor, deputy mayors and council members have the right to only one consecutive re-election to the same office.

The powers of the deputy mayor include the operation of the municipal services located in their municipal district, the monitoring of the progress of the works and works, the care for the good condition and operation of the equipment, the signing (with the authorization of the mayor) of certificates, certificates and other administrative documents issued by the municipal services operating in their municipal district. He also exercises any other responsibilities that the mayor may delegate to him. It is also provided that the municipality is represented by the mayor.

The bill stipulates that the mayor, the deputy mayor and the municipal councilors may receive annual remuneration, expenses for expenses and other allowances, as provided in the budget of the municipality approved by the Minister approved by the Minister of Finance.

In case of unjustified absence of the deputy mayor or councilor from a meeting of the council, a proportional severance pay is provided and their compensation according to the said absence.

Regarding the amount of staff salary, it is set at 40% of the total revenue of the municipality. With the approval of the Ministers of Interior and Finance it can rise up to 45%.

The approval of the budget by the Minister of the Interior, with the consent of the Minister of Finance, is an act by which it is solely established that the budget is balanced or in surplus.

Cut off part of the state sponsorship

If the external auditors find that the implementation of the budget was not in accordance with the provisions of the relevant law, then they prepare a report which accompanies the financial statements. After a suggestion of the Auditor General of the Republic, which details the amounts of exceeding the budget limits, the Minister of Interior, by his decision, cuts off the state sponsorship of the following year by the corresponding amount.

Municipal police

In each municipality, a Municipal Police is established which has the authority to deal with the violations provided in the legislation under promotion.

End of real estate and infrastructure projects

The council of any municipality imposes a real estate tax (on all properties located within the municipal limits) that does not exceed zero party fifty thousand (0,50%) based on the general estimate of the Land Registry.

At the same time, each municipality may impose a special temporary fee for the construction of infrastructure projects, which will be calculated on the basis of the actual cost of the project in question.

The above special temporary tax will be imposed on real estate for a period not exceeding five years and the tax rate will not exceed zero party five per thousand.

The municipalities are also transferred all the responsibilities for the issuance of Planning Permits and Building Permits based on the current legislation and regulations, as follows:

(i) The urban planning and building permits are issued by the Municipal Engineer for the cases whose issuance is determined by relevant legislation and local plans.

(ii) In all other cases, the Municipal Engineer informs and refers the application to the Municipal Council, which decides accordingly taking into account the views of the Municipal Engineer.

The revenues of the new municipalities

The revenue budget of each municipality includes the traffic fees of private and public use cars, which are collected by the Republic on behalf of the municipalities.

The municipalities will create a fund which will be supported by the Government as well as by the following:

- Of all rights, taxes, duties, fees, duties, charges, charges under the provisions of this Act or any other law or regulation issued under them.
- From all the houses and profits made from the municipal property.
- From all fines and other penalties and expenses collected under the provisions of this or any other Law or arrangements issued under them.
- From all other money collected by the municipality or an employee, employee or representative of the municipality by name and on his behalf.
- From donations and bequests or sponsorships.

Permits to be issued by the municipalities

With the entry into force of the new law, the municipalities will grant the following permits and will collect the fees and fees paid for this purpose:

(i) Licensing and control of leisure centers
(ii) License to sell alcoholic beverages
(iii) Marketing authorization or sale of manufactured tobacco
(iv) License to use sound-enhancing instruments
(v) License to operate leisure centers
(vi) License to operate gaming machines, skill machines and entertainment machines
(vii) License for Kazanti game
(viii) Shooting operation license
(ix) Petroleum service station operating license
(x) License for operation of a public swimming pool
(xi) Licensing and control of funeral homes and registration of funeral homes and embalmers
(xii) Incinerators
