Green light for Paralimni Marina (BINTEO)

The way is also opened for the Paralimni marina with the submission before the environmental authority of the study of the assessment of the impact on the environment (MEEP).

According to the study, the project operator is PMV Maritime Holdings Ltd.

The cost of the project is estimated at € 110 million, which will be covered by a combination of equity of the developer, as well as by revenue stream from the pre-sales of real estate (mainly from residential facilities).

Paralimni Marina will be licensed for the next 125 years and will be considered an official entrance of the Republic of Cyprus. The construction period has been set at 48 months, while at 34 months the works will have been completed only in the marina.

The identity of the project

The marina of Paralimni will consist of 300 berths and mixed development with residential, commercial uses as well as recreation areas in the area of ​​Pernera, in the municipality of Paralimni.

The mixed residential and commercial development will include houses (apartments and a small number of villas), shops, restaurants (restaurants, cafes, etc.) and suitably designed outdoor public and private spaces.

Detailed characteristics of the project

The building development of Paralimni marina includes residential, commercial, functional and other ancillary uses. Specifically, the land development consists of 119 luxury apartments, 4 villas, administration building - YachtClub, all centrally located overlooking the promenade, along with a shopping area that will host cafes, restaurants and shops.

The location of the development of Paralimni marina, the location, as well as the development specifications were predetermined by the state, based on environmental and other relevant studies, as part of the National Strategy for the Development of Maritime Tourism of the Ministry of Energy.

As mentioned, the Ministry of Energy, Commerce and Industry (through the Maritime Tourism Development Sector) promotes the creation of a Single Maritime Navigation Zone from Deryneia to Kato Pyrgos, through the development of Marinas.

The main goal of this strategy is the enrichment of the tourism product and the increase of the flow of quality tourism to Cyprus as well as the extension of the tourist season, something that will significantly contribute to the development of the national and local economy.

Based on the above strategy, in June 2015, the Ministry of Energy, Trade, Industry and Tourism published a public tender for the granting to a Strategic Investor of the lease and license of state space (land and sea) for the development of the Paralimni marina.

The purpose of the project

The main purpose of the proposed project is to create a Marina of high standards, with safe and easy access and navigation by yachts, combined with high quality facilities and services, so as to attract visitors to the area throughout the year.

The project area is located on the Southeastern coastline of Cyprus, in the Municipality of Paralimni, in the area of ​​Pernera, close to the center of Paralimni (about 5 km northeast), and North of the peninsula of Cape Greco (Figure 1).

The natural creek, also known as "Luma Bay" was determined as the ideal location for the development of Paralimni Marina, as well as the adjacent land which has been allocated for development. The project area, which is located between Siren Bay and the GoldenCoast Hotel, occupies an area of ​​29.000 m2 and fits harmoniously between a) an area of ​​13.000 m2 to the west which has been maintained as a natural park (public green space) and b) of picturesque fishing shelter Pernera in the south.

It is emphasized that Paralimni marina does not compete with other marina developments, but instead strengthens the growing network of luxury marine destinations in Cyprus and contributes significantly to the accessibility to the beautiful coastline of Protaras.

Possible environmental impact

The potential environmental impacts of the project have been identified and assessed according to their importance, including: (a) the construction and operation of the project, (b) the use of natural resources, (c) the emission of pollutants, noise, vibrations (d) risks to public health, cultural heritage or the environment, (e) the accumulation of impacts as a result of other existing and / or approved / planned projects, (g) the impact of project on climate change (eg in the nature and size of greenhouse gas emissions) and project vulnerability to climate change, (h) the technologies and substances used.

Based on the comprehensive analysis of the possible and residual effects, as well as the proposed measures, the main significant residual negative effects of the project (which remain of high importance after the adoption of the measures) are related to the following:

▪ Changes in the morphology of the bottom, in the depth and in the marine sediments

▪ Immediate loss of habitat

The above effects can not be avoided and are completely linked to the type and character of the project. Also, regarding the immediate loss of habitat, in the area of ​​the proposed works for the construction of the marina, no significant coverage of important marine species and / or ecosystems has been identified.
