A letter with which shocking facts come to light about the bidding process of the Kosi Foundry in 2006, was handed over to the Attorney General by the president of DISY, Averof Neophytou. As he states, an offer that was € 55 million lower than the one that was selected was ignored, which is why "a lot of questions and issues are raised that, in my opinion, need to be properly investigated".

Mr. Neophytou asks the prosecutor to take immediate action to ensure the relevant documents related to the case. In his statement yesterday, Mr. Neophytou stated that "today, in my meeting at 10:20 a.m. With the Attorney General, I handed him my letter, through which I record specific information on the subject of the 2006 Contract for the Kosi Foundry. The letter was also notified to the Auditor General. I consider that those of us who have information concerning any case for which there are reasonable suspicions of possible offenses, we have an obligation to submit them to the competent authorities. And that's what I did. "

Averoff's letter reveals the following:



"I have information that in the bids for the Kosi Foundry in 2006, a very competitive bid was rejected, with the obvious possible purpose of assigning the project to a company with a much higher cost. The tender was announced in January 2006. Immediately afterwards an objection was submitted to the Tender Review Authority that the terms were photographed by a specific company. The objection was rejected in March 2006 and immediately afterwards, on 10 April 2006, the tenders were submitted.


Four offers were submitted: from the Greek companies Helector and Terna, from the Austrian Strabag with Nemesis, and from the James Brothers with Genesu SPA. As far as I know, more than 15 companies had received documents, but only four submitted bids. The estimate made by the Ministry of Interior was € 35 million for the construction and € 90 million for the ten-year operation of the foundry plant. This assessment may have already been 'inflated' by the consultants, which was the Greek company Enviroplan.


Much has been heard in Greece about the relationship of this company with the company Helector, which finally won the offer, and which in my opinion should also be investigated. Also, in my opinion, the possible relationship between the companies Helector and Terna should be investigated.


The consultants suggested that the financial offer of only the two Greek companies, Helector and Terna, be finally opened. This was also approved by the Ministry of Interior. The two companies that were excluded submitted an objection to the Tender Review Authority. The decision was announced on 23/10/2006 and provided for the rejection of both objections. After that, the financial files of only the two Greek companies were opened.


Helector's bid was € 35 million for construction and € 100 million for ten years of operation. Total € 135 million The price of Terna was € 35 million for construction and € 145 million for ten years of operation. Total € 180 million My information is that the offer of the James Brothers and Genesu SPA was a total of € 79 million, an amount that included both construction and operation.


If there really was a bid of € 55 million lower, there are a lot of questions and issues that in my opinion need to be properly investigated. "In my opinion, any action by the authorities should be taken immediately to ensure that the existing documents on this case are not destroyed by anyone."

In addition, a letter to the Attorney General was sent last Friday by the chairman of the Parliamentary Audit Committee, George Georgiou, in which he states that he is sending a unanimous request to the Commission "to investigate the possibility of committing any criminal or other offenses documents that are brought before you for the Kosi Foundry ". Mr. Georgiou sent together with the letter the transcripts of the meetings of the Committee and all the data submitted before it, which were already delivered to the TAE Headquarters.

Meanwhile, all three wanted by the Authorities for the case of Paphos Landfill and Kosi Landfill, are coming to Cyprus by Sunday. Information states that Athanasios Katris, former executive of Helector, is coming today or tomorrow, while the other two wanted Dimitrios Giannakopoulos, former general manager of Helector, and Imad Bagleh, civil engineer of Helector, will come on Sunday. Upon their arrival, it is expected that a new round of arrests will be opened, in case they give statements and report what they know.
