The Examinations Service of the Higher Education Directorate of the Ministry of Education, Sports and Youth (YPAN) announced that the process of electronic submission of applications for participation in the Pancyprian Entrance Examinations (PEP) 2025 for admission to Higher and Higher Educational Institutions (HEIs) of Cyprus, to Military Schools and to Higher and Higher Educational Institutions (HEIs) of Greece, began today, Wednesday, March 5, 2025 at 11:00 a.m. and will end on Wednesday, March 19, 2025 at 24:00.
In the announcement, the Service adds that after the above deadline has passed, it will accept late submission or modification of applications through the electronic platform for another five (5) calendar days, i.e. until Monday, March 24, 2025 at 24:00.
It emphasizes that, after the expiration of the five (5) additional calendar days, no submission or modification of applications will be accepted.
The electronic application platform for the 2025 PEPs will be located on the official website of the Examinations Service (https://www.moec.gov.cy/ypexams) and can be accessed from any computer, provided that there is internet access.
It also points out that the responsibility for any errors, oversights or omissions lies solely with the candidate himself.
Regarding the provision of facilities to people with disabilities, the Service states that candidates who belong to the category of people with disabilities and wish to claim any facilities in the 2025 PEPs should appropriately complete the relevant fields on the electronic platform for submitting applications for participation in the 2025 PEPs.
Senior students of Public and Private Schools who will participate in the 2025 Special Educational Needs Programme and will request the provision of facilities, should print out their Application for the Provision of Facilities from the electronic platform for submitting applications for participation in the 2025 Special Educational Needs Programme, which they will have already completed electronically, attach the relevant supporting documents (e.g. Decision of the District Committee for Special Education and Training, Medical certificates, other assessments, etc.) and deliver them to the relevant Counseling and Vocational Education teacher at their school.
Subsequently, the BDA'/BD responsible, who is the School's liaison with the Examinations Service, will ensure that all applications for Facilitations, including supporting documents, are collected, placed in the security folder for Facilitations - which has already been sent by the Examinations Service to all schools - and delivered at a place and date that will be announced to Secondary Schools by the Examinations Service at a later stage.
The Service clarifies that graduates of previous years, as well as individuals residing abroad and who will submit an application for facilitation, must send to the Examinations Service, along with the remaining documents (as listed in paragraph 6), the necessary medical or other supporting documents/certificates in support of their application.
All applications for the provision of facilities in the 2025 PEP will be examined in accordance with the relevant Legislation by the Special Committee for the Provision of Facilities and the decisions of the Special Committee will be communicated to all candidates who have submitted an application for the provision of facilities. In addition, the Examination Center Committee responsible for the matter will take care of the procedure for their provision during the 2025 PEP, the Service further clarifies.
Regarding the Practical Test Examination, it informs that candidates for the Practical Test Examination which is required for admission purposes to the Departments of Physical Education and Sports Science of Higher and Postgraduate Educational Institutions in Greece (Box 9), as well as candidates who will apply for a bonus as distinguished athletes, are invited to carefully study the instructions found in the Guide to the Pancyprian Entrance Examinations 2025 (Volume A, pp. 73-81, https://sch.cy/mc/1049/odigos_exetaseon_tomos_a_2025.pdf) and to promptly send the required documents to the Ministry of Education, Sports and Youth.
For applications to Military Schools, it states that those interested in admission to the Higher Military Educational Institutions (ASEI) and the Higher Military Non-Commissioned Officer Schools (ASSY) of Greece, after submitting their application for participation in the 2025 PEP electronically, should print it and send it to the Ministry of Defense, attaching the required supporting documents. All information concerning candidates for the Military Schools can be found in the Guide to the Pancyprian Entrance Examinations 2025 (Volume A, pp. 95-112, https://sch.cy/mc/1049/odigos_exetaseon_tomos_a_2025.pdf). Interested candidates should also monitor the Ministry of Defense website for full information regarding the examinations required by the Ministry of Defense (medical examination, athletic and psychotechnical test).
In relation to the application for a place at the Greek Higher Education Institutions, the Service informs that according to the instructions of the Ministry of Education, Religious Affairs and Sports of Greece for the year 2024, the category of Graduates of High Schools or equivalent schools of European Union member states includes Foreign - Foreign candidates, graduates of high schools or equivalent schools of European Union member states based abroad, who present a high school diploma or other equivalent secondary education qualification that entitles them to admission to the Universities of the country from which they graduated or of the country whose educational program the graduating school follows, provided that at least one of the candidates' parents is not of Greek origin and they have attended at least the last two grades of high school or equivalent school in a foreign country.
The Service notes that this category also includes prospective graduates of Lyceums or equivalent schools based in the Republic of Cyprus, of Cypriot or foreign origin on the part of at least one parent, who must have participated in the Pancyprian examinations and hold a certificate of access for the current year.
Final year students and graduates of Cypriot Schools, who do not meet the above conditions (e.g. both parents are of Greek origin), are not entitled to be admitted to the Greek Higher Education Institutions through the Pancyprian Entrance Examinations. They may be admitted to the Greek Higher Education Institutions through separate procedures (e.g. examinations for Greeks abroad), which are decided and announced by the Ministry of Education, Religious Affairs and Sports of Greece, explains and adds that it is understood that for the year 2025, the Ministry of Education, Religious Affairs and Sports of Greece will issue at a later stage new instructions regarding the category of Graduates of High Schools or equivalent schools of Member States of the European Union.
Regarding the participation in the 2025 PEPs of graduates of previous years and individuals residing abroad, the Service informs that all graduates of previous years, as well as individuals residing abroad and wishing to participate in the 2025 PEPs, after submitting their application electronically, should print and send by post to the Examinations Service (P.O. Box: 28777, 2082, Strovolos, Nicosia), by Thursday, March 27, 2025 (date with clear postmark), a copy of the electronic application for participation in the 2025 PEPs, a copy of both sides of the identity card/passport/other official document used for the submission of the application, a certificate of dismissal or a copy of the High School Diploma certified by the Director of their graduating School.
It then clarifies that in the event that candidates are final year students at a School abroad, they should send a signed certificate from their School Principal confirming that they are in their final year, the necessary medical or other supporting documents/certificates in case they have requested the provision of facilities (Paragraph 2), relevant updated certificates/certificates of the current school year (with an issue date from September 2024 onwards), in the event that they are exempt from the obligation to pay fees (Paragraph 8).
Regarding the payment of fees for participation in the Pancyprian Entrance Examinations (PEP) 2025, the Service states that candidates who wish to participate in the PEANUTS 2025 will have to pay the required fees, adding that the examination fees for each Access course as well as each Special Examination amount to €25.00, except for the examination fees for the Practical Test which amount to €50.00.
It notes that the payment period for examination fees for participation in the 2025 PEPs will begin on Wednesday, April 2 and will end on Friday, April 11, 2025, and that payment of examination fees will be made electronically using a debit/credit card, through the same electronic platform. The Examination Service will announce details regarding the procedure for paying examination fees at a later stage. Candidates whose parents/guardians (or the candidates themselves) receive a Minimum Guaranteed Income during the current school year 2025-2024, candidates whose parents/guardians (or the candidates themselves) receive Public Assistance from the Social Welfare Services during the current school year 2025-2024, in accordance with the Public Assistance and Services Law of 2025 to 2006, candidates who are children of people in a situation of exclusion, candidates whose at least one of the two parents/guardians is a recipient of unemployment benefit during the current school year 2013-2024, candidates who are recipients of orphan's allowance during the current school year 2025-2024, candidates who come from large families
Candidates who intend to sit for the 2025 PEP and who fall into any of the above categories are invited to immediately obtain the necessary updated certificates/certificates for the current school year 2024-2025 (with an issue date from September 2024 onwards), which are issued by the competent state services.
In the case of large families, students must provide a copy of the large family identity card for the current school year, which is issued by the Pancyprian Organization of Large Families or another updated certificate/attestation, which is issued by the competent state services.
Subsequently, candidates of the above categories, after submitting their application electronically, should print the first page on which the phrase “Final-Pending payment” will appear and submit it to the Secretariat of their school together with the relevant updated original certificates/certificates. The Secretariat of each school will follow the procedure described in the circular of the Ministry of Education and Culture dated February 10, 2025 on the subject of “Exemption of specific groups of graduating high school students from the obligation to pay the fees for issuing a diploma and one (1) proof of dismissal and participation in the Pancyprian Entrance Examinations 2025” (https://enimerosi.moec.gov.cy/archeia/1/ypp18234).
Graduates of previous years of Public or Private Schools who fall into the first 2025 categories listed are also exempt from participation fees in the 3 Pancyprian Entrance Examinations.
Graduates of previous years of Public or Private Schools, if they fall into any of the categories exempt from the obligation to pay fees (1, 2 and 3), should send to the Examinations Service, together with the remaining documents (as described in paragraph 6), the relevant updated original certificates/attestations issued by the competent state services.
All information regarding the Pancyprian Entrance Examinations 2025 is posted on the Examinations Service website (https://panexams.moec.gov.cy).
The Examinations Service, during the working days and hours of the electronic submission of applications (March 5 - 24, 2025), will operate a call center (Tel.: 22582933 / 22582934) to support interested parties regarding the application submission process on the electronic platform.
Additionally, any interested party may send an email to the Examinations Service (panexams@schools.ac.cy) asking any questions regarding the aforementioned procedures.
Candidates are also invited to contact the Counseling and Vocational Education (CVE) teacher of their school or the Central Offices of the Counseling and Vocational Education Service of the Ministry of Education and Culture (tel. 22800931) or the local District Counseling and Vocational Education Offices during working days and hours for advice/guidance regarding the choices of fields of study.
