Student scholarship
Permanent residents
The student sponsorship is granted based on the provisions set out in the State Student Care Laws of 2015 and 2019.
Student sponsorship is granted, subject to conditions, on the basis of income and property criteria which are:
Income criteria:
Eligible for student sponsorship is the family of a student, whose annual gross family income does not exceed € 59.000,00 (fifty-nine thousand euros) when she has up to two dependent children.
For families with more than two dependent children, the annual gross family income can exceed € 59.000,00 (fifty nine thousand euros), by € 5.000 (five thousand euros) for each additional child beyond the second.
Property criteria:
Eligible for student sponsorship is a family whose total value of assets does not exceed € 1.200.000 (one million two hundred thousand euros). For the calculation of the assets are taken into account:
the financial data of the family at current prices (eg deposits, shares, securities, bonds) and the real estate of the family at prices 1.1.2013, as they have been calculated by the state cadastre.
Amount of student sponsorship:
The amount of student sponsorship granted to the beneficiaries depends on the total amount of family income, as follows:
* For families with more than 2 children, the annual gross family income can exceed fifty-nine thousand euros by five thousand euros for each additional child beyond the second.
Other conditions:
In addition to the above criteria, student sponsorship is granted provided that the following conditions are met:
It is granted to a family of a student whose members during the five (5) years prior to the commencement of the studies for which state student care is requested resided permanently and legally in the areas controlled by the Republic, for a period of fifty (50) at least months.
It is granted for the acquisition of only one degree, in each course (undergraduate or postgraduate course). In the case of a student who obtains more than one degree in each cycle, a total student sponsorship corresponding to the time required to obtain the last degree is paid, provided that the last degree he / she obtains is of a higher academic level than previous degree already obtained in the same course.
It is granted if the student regularly attends a study program for the acquisition of a degree awarded by:
public university of the Republic, or public higher education school of the Republic, or private university of the Republic, or educationally evaluated - certified branch of private higher education school of the Republic which operates in the Republic and is registered in the Register of Secondary Schools from 1996 to 2013, as amended or replaced, or the curriculum offered by the method of franchise or certification, or a higher education institution abroad, which has been recognized as a higher education institution by the competent national institutions of the country in which it operates , if the student is studying in a field of study that lasts at least one academic year of full-time study.
The maximum amount of student sponsorship that can be granted per academic year is that which corresponds to full-time study of one academic year.
In the case of part-time students, the amount of the student sponsorship is proportional to the number of credits or other units of study, corresponding to the courses in which the student has enrolled in the respective academic year, and the student sponsorship is paid after period of study corresponding to at least one (1) semester of full-time study.
Useful Definitions:
The following are useful definitions, as set out in the 2015 and 2019 State Student Welfare Laws, which are taken into account when granting student sponsorship.
"Family" means:
(a) the parents when cohabiting and their joint children living under the same roof, or
(b) a single, widowed, divorced, divorced father and his children living under the same roof; or
(c) a single, widowed, divorced mother and her children living under the same roof; or
(d) a student whose parents are both dead or missing or abandoned by his or her parents, or
(e) a married student, his / her spouse, their joint children living under the
same roof, or
(f) a widowed, divorced student and his / her children living under the same roof.
It is understood that in cases (b), (c) and (f), when the father or mother or the student has remarried the current spouse and his / her children living under the same roof are included in the concept of family.
"Dependent children" are:
unmarried legal children, ancestors, illegitimate children and legally adopted children who meet the following age requirements:
up to the age of eighteen,
up to the age of nineteen, if attending a secondary school,
up to twenty-one years, if they are serving under the National Guard Law of 2011, and / or
regardless of age if they are students, under the interpretation of the relevant Law, who receive student sponsorship, and / or
regardless of age, people who are permanently deprived of the ability to support themselves.
"Student" means:
Cypriot citizen or citizen of the Union, who is a permanent resident of the Republic and who regularly attends a study program for obtaining a degree awarded by:
(a) a public university of the Republic, or
(b) a public higher education institution in the Republic; or
(c) a private university of the Republic, or
(d) educationally assessed - certified field of study of a private higher education institution of the Republic, or
(e) a curriculum offered by the method of franchising or certification, or
(f) a higher education institution abroad, which has been recognized as a higher education institution by the competent national bodies of the country in which it operates;
as referred to in paragraphs (a) to (f) above are certified by the competent bodies of the Republic and the term "student" includes a student who is not a Cypriot citizen or a citizen of the Union, of whom one (1) of the two (2) parents is a Cypriot citizen or a citizen of the Union, and if the student has graduated from a Teaching School of the Republic.
"Family income" means:
the total annual gross income earned by a family during the year, which precedes by one (1) year from January 1 of the academic year for which the state student care is paid and which comes from:
- employment of an employee or self-employed person
- any income from a retirement plan and / or fund and / or business plan, domestic and foreign
- rents
- interest and dividend income
- alimony received in accordance with the provisions of the Parent-Child Relationship Laws of 1990 to 2008 and the Property Regulations of the Spouses Law of 1991 to 2008, as amended or replaced from time to time, if proven to have been provided
grants from the Cyprus Agricultural Payments Organization, of an income nature
public aid granted under the provisions of the Laws on Public Aid and Services of 2006 to 2013, as they are amended or replaced from time to time - allowance granted on the basis of the provisions of the Law on Minimum Guaranteed Income and Generally on Social Benefits Laws of 2014 to (No. 2) of 2015, as they are amended or replaced from time to time
- child allowance and single parent allowance granted under the provisions of the Laws on the Provision of Child Allowance from 2002 to 2014, as they are amended or replaced from time to time
any other sponsorships, allowances and resources in the Republic or abroad, as referred to in the application form provided for in Article 12, but not including incomes of full-time pupils / students coming from work or employment, state student care, scholarships , as well as from allowances and sponsorships to people with disabilities In disabilities or chronic diseases granted by the Department of Social Integration of Persons with Disabilities of the Ministry of Labor, Welfare and Social Insurance.
"Assets" means:
real estate and financial data
"Financial data" means:
any intangible assets that include money, such as deposits, bills, or checks, accounts receivable, marketable securities such as bonds, stocks, or securities, insurance contracts, and the like.
"Educationally assessed-certified field of study" means:
field of study offered in the Republic and has received educational evaluation - certification by the competent bodies of the Republic, or
field of study which is offered abroad and has received educational evaluation - certification by the competent bodies of the country in which it is offered, as certified by the competent bodies of the Republic
"Degree" means:
any degree awarded by a higher education institution, or
diploma of one-year, two-year or three-year study, awarded by a higher education institution,
Certificate of studies, awarded by a higher education institution, for the acquisition of which at least one academic year of full study is required.
It is understood that in addition to the above, all relevant provisions of the State Student Care Laws of 2015 and 2019 must be observed.
