Having assessed the interest so far in utilizing the Urban Planning Amnesty Plan and taking into account the recommendation of ETEK, as the scientific advisor to the state, the Ministry of Interior decided to extend the validity of the Urban Planning Amnesty Plan for a period of three months, namely until June 23, 2025. The decision took into account the increased submission of applications observed in recent days.
Since September 23, 2024, the date of implementation of the Scheme, to date, 948 applications have been submitted throughout Cyprus. Specifically, by District, 310 applications were submitted in Nicosia, 279 in Limassol, 92 in Larnaca, 204 in Paphos and 63 in Famagusta. 89% of the applications submitted through the Scheme concern the legalization of irregularities in residential developments.
It is recalled that the Plan concerns the legalization of small-scale urban planning deviations and/or exceeding the applicable building coefficient, with the payment of compensation to the Special Affordable Housing Fund of KOAG.
The Plan covers urban planning irregularities in residential units, industrial, craft, office, livestock, agricultural, storage and commercial developments, as well as in leisure and entertainment developments (restaurants, etc.).
The development must be licensed (urban planning and/or building permit), with the date of issuance of the permits and implementation of the irregularities before September 13, 2024. Certification of the implementation date of the arbitrary additions is made by a private engineer with a Solemn Declaration.
Applications are submitted through the "Ippodamos" System to the relevant Provincial Local Government Organization.
Detailed information about the Plan is available on the website of the Department of Urban Planning and Housing.
