Trump's new Middle East envoy, Steve Witkoff, and Biden's envoy, Brett McGurk, participated in the talks hosted by Qatari Prime Minister Sheikh Mohammed bin Abdulrahman al-Thani. Israel is represented by David Barnea, director of the Mossad, and Ronan Barr, director of the Shin Bet domestic security agency.
