2nd Announcement of Phase I of the Electrification Plan for the period 2022 – 2023

The Ministry of Transport, Communications and Works announces the 2nd Announcement of Phase I of the Electrification Plan for the period 2022-2023.

The updated Plan is a continuation of Phase I of the Plans that were announced around the end of 2021, which were crowned with success after 7.000 citizens had expressed an interest in purchasing an electric vehicle. It is noted that almost 100% of the beneficiaries of sponsorship for a private purely and partially electric vehicle have completed the vehicle ordering process.

The success of these Schemes has resulted in around 140% meeting and exceeding national targets for new electric vehicle registrations for 2022, including plug-in hybrids and orders for the year due to the Schemes.

In the context of further improvement of the Electrification Plans, based on the experience of the 1st Announcement, suggestions from experts in the sector, organizations and citizens, significant changes have been made to the Plan as presented below:

The Plans have been merged into an integrated Electric Vehicle Subsidy Plan combined with the withdrawal of old polluting vehicles with 17 categories/types of subsidies and a budget of €10.154.000.

The revised Plan includes funding for:

Purely electric and plug-in hybrid cars with CO2 emissions up to 50 g/km, with a purchase price not exceeding €80.000 including VAT for new cars and €50.000 including VAT. P.A for used vehicles,
L-category electric vehicles, i.e. motorcycles and mini-cars,
Electric assisted cycling bikes (scooters and skates not included) combined with cash,
Bus tickets combined with cash.
In all categories/types of sponsorship for vehicles for private or business use, commercial vehicles and minibuses, it is mandatory to withdraw a vehicle that is older than or equal to 12 years old, while during the application process the interested party must submit a specific form online, signed by the seller/representative (the form can be found on the website www.ev.gov.cy).

The approval criteria have been amended to include:

For applications for vehicle categories E1 to E4, E16 and E17 (low CO2 emission vehicles – up to 50 g/km), the priority criterion for approval is the age of the vehicle to be withdrawn. That is, the oldest vehicle to be retired gives priority to the applicant.
For applications for vehicle categories E5 to E11 (purely electric vehicles), an online lottery will take place after the deadline for applications. That is, priority will not be given depending on the time and day of submission of the application. So, applicants need not submit their applications once the application portal is up and running as this does not give them any advantage.
For e-bike applications, one of the above procedures will apply, depending on the type of sponsorship (see Sponsorship Tables).
Applications will only be made online on the website www.ev.gov.cy and their submission period will be from January 9, 2023 at 11:00 am. until March 9, 2023 at 11:00 a.m.

The number of grants per category, the grant amount and the application submission and approval process are presented below:

Case 1

For the sponsorship categories below, the declaration of the vehicle to be withdrawn is required when registering the application.

Presentation Certificate of Expression of Interest is mandatory.

The ranking order of the applications will be based on the date of first registration of the vehicle to be withdrawn that will be declared.

For sponsorship categories E1, E2, E3 and E4 eligible vehicles for purchase and sponsorship are plug-in hybrids with CO2 emissions up to 50 g/km and pure electric vehicles.

For category E16 eligible for purchase and sponsorship are electric assisted cycling bicycles (scooters and skates are not included) as described below.

Case 2

For the sponsorship categories below, a declaration of a vehicle to be withdrawn is not required during the registration application. However, a vehicle to be withdrawn should be declared during the dispatch stage of the order confirmation.

Presentation Certificate of Expression of Interest is mandatory.

The order of ranking of the applications will be done by lottery.

Eligible vehicles for purchase and sponsorship are purely electric.

Case 3

For the sponsorship categories below, a vehicle to be retired is not required.

The order of ranking of the applications will be done by lottery.

Eligible vehicles for purchase and sponsorship are all-electric category L for sponsorship categories E12 and E13 as described below.

For categories E14 and E15 eligible for purchase and sponsorship are electric assisted cycling bicycles (scooters and skates not included) as described below.

Please note that a natural person can apply for only one sponsorship category (E1 – E17) per each Category Group (A, B, C and D). In the event of an application in more than one category per group, the application made on the most recent date and time will be taken into account (eg if an applicant submits an interest in Category E1 (Group A) and repeats the process for Category E2 (Group A), the only application that will be considered is that of Category E2 that was made on the most recent date and time).

Each legal entity can submit up to ten (10) applications in total per single business for the sponsorship categories from E1 to E13. It is noted that, in the event that more than ten applications are registered, the last ten applications will be taken into account and the previous ones will be cancelled.

It is noted that vehicles that meet the following criteria can be used for withdrawal purposes:

be of category M1 or N1,
be twelve (12) years of age or older, calculated from the date the vehicle was registered in any country as new until January 9, 2023;
to have been registered in the Register of the Commissioner of Motor Vehicles for the last seven (7) consecutive years from January 9, 2023,
it has a valid marketing authorization on the date of commencement of acceptance of applications or has been declared as immobilized and has had a valid marketing authorization for it for any period within the last eighteen (18) months from January 9, 2023, and
not have a canceled registration until January 9, 2023.
