The decision to prepare a final draft law that will aim to provide solutions to trapped property buyers, who total approximately 8.000, was reached by the Minister of Interior Konstantinos Ioannou and the Parliamentary Committee on Legal Affairs.
At the same time, the Ministry of Interior assured that "such provisions have been included" in the proposed law, so that trapped buyers "can now, under certain conditions, proceed with the securitization of their properties."
"We are on a very good track, convergences have been found" and the position of the Legal Committee, as expressed by its Chairman Nikos Tornaritis, "is that the final proposal be prepared and sent to the Banking Association so that we can have their positive opinion", said the Minister of the Interior, after the meeting of the Parliamentary Legal Committee, which discussed a proposal for a law, on behalf of the Committee, which amends the Law on Transfer and Mortgage of Real Estate.
"Now it is a matter of time before it is brought to the plenary session of the Parliament for a vote," he added.
He noted that "in essence, it is a proposed law submitted jointly by the Ministry of Interior and the Legal Committee, which aims to provide solutions to our trapped compatriots."
He also said that today is the third session of the Committee and follows the meeting of the involved bodies that took place at the Ministry of Interior, including the Association of Banks and credit acquisition companies.
Asked whether they have agreed so that the bodies involved will not resort to legal action, Mr. Ioannou said that "all these meetings have been held with all those involved, with the Banking Association, with the aim of not appealing this proposal either" and added that "there are no substantial differences in the final text."
Asked to provide details of the proposed law, Mr. Ioannou said that "the proposal mainly concerns those who have previous guarantees but also those who have subsequent ones," adding that he will not refer to technical issues because these will be determined in the final proposed law.
However, the Ministry of Internal Affairs assured that "such provisions have been introduced regarding the issuance of (property) titles by provincial organizations, time frames within which this will be required, and some other safeguards so that both categories of our trapped compatriots can now, under certain conditions, proceed with the securitization of their properties."
Bill for those trapped for urban planning reasons

Regarding the submission of a bill for trapped property buyers for urban planning reasons, Mr. Ioannou said that he would not comment on it because "we are in the early stages."
The Ministry of Interior said that they are working on a bill with the Department of Urban Planning and "we hope that by next September we will be in a position, after consultation with the parliamentary parties, to submit" a bill.
However, Mr. Ioannou said that "there is already an urban planning amnesty that expires on June 15 - in a few days - which gives a way out to several of our compatriots now, to legalize arbitrariness, whether it concerns an additional rate or other arbitrariness."
He stated that "the urban planning amnesty does not only concern residential units", but "also commercial, industrial, livestock properties and catering establishments".
"Those who have not done so still have a few days left in which they can proceed," he added.
MP for DIPA – Cooperation of Democratic Forces Michalis Giakoumis said that the issue of trapped buyers "concerns a lot of people" and added that "these people are not to blame for anything."
He stated that "the proposed law is in the right direction" and added that the Minister of Interior explained to the Committee that "there is a positive note from the Government."
"These people are truly trapped and we need to help them, and I believe that the bill is in the right direction and should be passed by the Plenary of the Parliament so that these people can breathe, especially those who have paid all their obligations," he added.
Mr. Giakoumis said that "what we need to see are some constitutional issues that will be clarified in the immediate future," he said, adding that "we are at a very advanced stage" and that "the bill was enriched to increase the number of people who were not guilty of anything."
"On the contrary, they are paying for the sins of banks and insolvent land development professionals," he added.
