The exemption from the application of the provisions concerning the interdepartmental promotion of the positions of Chief Nursing Officer in the A13 scale is requested by the Ministry of Finance with two bills.
The bills that were presented on Monday before the Parliamentary Finance Committee, request that these promotion positions from the A11 scale remain for both nursing officers and for the corresponding position in the mental health sector.
The rationale for the exception is on the one hand the specialized subject that requires a nursing degree, something that is not required in other positions, but also the upgrading of nurses from the technical to the scientific structure which greatly expanded the pool of nurses who could claim promotion.
As a representative of the Ministry of Finance explained, if the positions were still inter-departmental promotion, there would be more competition from serving nurses and the most experienced who are already performing the specific tasks would probably be left out.
A representative of the Ministry of Health stated that the Ministry considers that interdepartmental promotion would not serve, on the contrary, the experience of those already serving would be lost.
As PASYDY CEO Stratis Matthaiou explained, if the possibility of inter-departmental promotion remained, they would have applied for 2-3 positions of more than 1000 people, while there would have been a disincentive for the more experienced ones who already exercise the duties of head of ward in A11 to apply for positions.
PASYNO also agreed with this position, noting that this would perhaps create further problems in the wards. At the same time, he stated that the exception for inter-departmental promotion should also apply to the position of chief health visiting officer.
The Finance Committee asked the Ministry of Health to examine this issue as well and to come back in 15 days.
