Sweeping changes in the working conditions of civil servants

Significant changes in the employment status of the civil service are expected in the coming months, mainly on the issue of promotions of civil servants.

The Director of the Department of Public Administration and Personnel of the Ministry of Finance, Kypros Kyprianou, presented the first results of an expert survey, appointed by the government and the troika, for the evaluation of the public service.

The ongoing research was based on studies by the World Bank, British experts, studies by the University of Cyprus and other sources.

Experts note, among other things:

- Public recruitment is done with meritocratic criteria.

- However, combined scales, ie annual increases without substantive criteria, are a disincentive to employee performance. Even increases with combined scales neutralize the value of promotions.

- Public sector wages are much higher than private sector wages.

Experts suggest, among other things:

- To change the system of promotions and reduce the importance of the criterion of seniority.

- Promotions should be made mainly due to those already serving in the public sector and only in specialized positions to request staff outside the public sector.

- It is also proposed the introduction of new examinations and controls for the managerial positions of the public.

Experts also note that:

Leave leave is in the average of the countries of the European Union. Employees on a five-day basis are entitled to 20 to 29 days a year and employees on a six-day basis from 6 to 25 days a year.

- Sick leave is on average, 42 days paid.

- Cyprus has 16 public holidays, a number higher than the average of the European Union countries.

- Maternity leave is on average in Europe and reaches 18 weeks.

- Working time is 37,5 hours per week and we have about one hour left to reach the average in Europe.

By January, the government will have to decide on changes and the preparation of bills which will have to be submitted to Parliament in the first quarter of 2015.

Kypros Kyprianou assured that there will be a dialogue with the Parliament and the unions before making decisions.
