This is the decree of the Minister. Health for the new measures - What is changing

The Ministry of Health has announced the new decree, which includes the amendments for sports, theater and the arrivals of travelers to Cyprus.

Read the decree as it is:

The Minister of Health, exercising the powers given to him by Article 6 (a), (b), (c), (d), (e) and (g) of the Law on Infectious Diseases, Chapter 260 and which were assigned to him by the Decision of the Council of Ministers dated 3 September 2020, issues the following Decree:

1. This Decree will be referred to as the Infection (Definition of Measures to Prevent the Spread of the Coronavirus) COVID-19) Decree (No. 7) of 2021.

2. Because, the protection of public health and the health care system are the responsibility of the Republic and due to the urgent need arising from the epidemiological data in order to limit the spread of Coronavirus disease COVID-19, the protection of public health, but also the prevention of possible collapse of the health system from the spread of the virus, taking into account the requirements in human resources and logistics that will be necessary to deal with the rapid spread of the virus and because it is necessary to take additional necessary measures, in addition to the measures issued with the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19), Decree (No. 6) of 2021, and without prejudice to any of those measures which remain in force, and

Because with a Notification published in the Official Gazette of the Republic, following the authorization of the Council of Ministers, the Minister of Health declared as infected local areas with the Koronovirus COVID-19 Pursuant to Article 4 of the Law on Dehydration, Chapter 260, the Provinces of Nicosia, Limassol, Larnaca, Famagusta and Paphos, the following are issued, effective from February 6, 2021, unless otherwise stated in the paragraphs of the Decree:

2.1 Paragraph 2.2 (of) of the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, is deleted and replaced by the following new paragraph (of), effective from 8 February 2021:

"(Oof) The operation and use of indoor and outdoor sports facilities is suspended, except in the following cases:

(i) the operation of sports facilities for training and team sports matches, without the presence of spectators, for the professional championships of the First Division teams and national teams, without the use of locker rooms and similar infrastructure and with the observance of health protocols: It is understood that , on the day of the race the operation of the locker rooms is allowed,

(ii) the operation of the sports facilities for team sports training for the professional championships of the B Category teams, without the use of locker rooms and similar infrastructure and with the observance of the health protocols as well as the operation of the sports facilities from 13 February 2021 for games Category B teams without the presence of spectators:

It is understood that on the day of the race the operation of the locker rooms is allowed,

(iii) the operation of outdoor sports facilities for individual training without physical contact, provided that the trainees do not exceed five persons, including the coach, without the use of locker rooms and similar infrastructure, in accordance with the guidelines of the Ministry of Sports and the Cyprus Organization ,

It is understood that, for Classic Sports sports, the simultaneous training of athletes not exceeding five persons per team, including the coach, is allowed in outdoor track and field facilities, provided that the total number of persons per sports facility does not exceed thirty persons:

It is further understood that, on large football pitches, the simultaneous training of athletes not exceeding five persons per team, including the coach, is permitted, provided that the total number of persons per sports facility does not exceed fifteen persons:

(iv) the operation of the indoor sports facilities designated by the Cyprus Sports Organization, for the training of high-performance athletes, who are included in the list of the Cyprus Sports Organization (athletes included in the High Performance Planning and Sports Talents of Cyprus ), athletes of the national teams of all sports, as well as athletes who are in the Republic through athletes exchange programs, on the basis of sports cooperation protocols, which the Cyprus Sports Organization has co-signed with other States, without the use of locker rooms and the like infrastructure, meaning that in the sports facilities of 100 sq.m. and above, do not exceed five persons, including the coach and that in sports facilities under 100 sq.m. do not exceed three persons, including the coach:

It is understood that the list of athletes of the national teams is compiled by the competent Federation on a case by case basis and is approved by the Cyprus Sports Organization and the Ministry of Health,

(v) upon the entry into force of this paragraph, all persons eighteen years of age and older who resume training under the provisions of subparagraphs (i) to (iv) shall undergo a rapid antigen detection test in accordance with the guidelines. of the Ministry of Health and the Cyprus Sports Organization.

2.2 With effect from 8 February 2021, paragraph 2.2 (od) of the Infectious Diseases

(Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, deleted and replaced by the following new paragraph (oh):

"(Od) The operation of the swimming pools is suspended, excluding the use by people with disabilities for therapeutic exercise, as well as the training of persons falling under the provisions of paragraph (oh), in accordance with the guidelines of the Cyprus Sports Organization and the Ministry of Sports" .

2.3 With effect from 8 February 2021, paragraph 2.2 (oe) of the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, is amended by deleting the point of the party and replacing it with a colon and by adding, immediately after, the following new reservation:

"It is understood that, the sports activities that fall under the provisions of paragraph (oh) are allowed, subject to the provisions of that paragraph, as well as sports in places where sports are allowed, pursuant to paragraph 2.2 (e) of the Infectious Diseases (Definition Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021. ».

2.4 Paragraph (oi) of the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, is deleted and repealed, from February 7, 2021 at 23.59 p.m.

2.5 The operation of open-air and indoor theaters, amphitheaters, cinemas and spectacle halls with a maximum number of 8 spectators and in compliance with the guidelines of the Ministry of Health is allowed from February 2021, 50.

2.6 Paragraph 2.9 of the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, deleted and replaced by the following new paragraph 2.9:

"2.9 Entry into the Republic of persons, regardless of nationality, from countries of categories A and B, according to the categorization of countries, based on the risk assessment, as announced by the Ministry of Health, under the following conditions:

(a) Passengers from Category A countries shall remain in a compulsory self-restraint regime for a period of three days from the date of arrival, which is calculated as day "0", and shall undergo a molecular examination for the disease. COVID-19 after 72 hours from the time of their arrival and are released if the test is negative,

(b) passengers from category B countries:

(i) must hold a molecular examination certificate for his illness COVID-19 from a certified laboratory with a negative indication, valid 72 hours before their departure,

(ii) where the authorities of the country of departure have been informed that they do not provide a molecular examination service for the disease COVID-19, the persons concerned shall carry out the molecular examination immediately upon their arrival in the Republic at the expense of the persons concerned,

(iii) who are Cypriot citizens, their foreign spouses and their minor children, as well as legally resident in the Republic, who enter the Republic from category B countries, if they do not hold a molecular examination certificate for his illness COVID-19 from a certified laboratory with a negative indication valid 72 hours before their departure, perform the molecular test for the disease COVID-19 immediately upon their arrival in the Republic, the costs of which shall be borne by those persons,

(iv) falling into categories (i) to (iii) remain under compulsory self-limitation for a period of three days from the date of arrival, calculated as day "0", and undergo a molecular test for COVID-19 after 72 hours from the time of their arrival and are released if the test is negative,

(c) notwithstanding the provisions of subparagraphs (a) and (b), persons arriving in the Republic from category A and B countries for the purpose of carrying out public works or for other professional obligations whose period of stay does not exceed 4 days:

(i) either provide a molecular examination certificate for his illness COVID-19 from a certified laboratory with a negative indication, valid 72 hours before departure,

(ii) carry out the molecular examination immediately upon arrival in the Republic, the costs of which are covered by the persons concerned and remain in compulsory self-limitation until the result is issued;

(iii) such persons must undergo a daily rapid antigen detection test for the disease. COVID-19 until the day of their departure, to have the proof of the examination for control purposes as well as to take precautionary and self-protection measures in the place where they reside,

(d) persons who are positively diagnosed with the disease COVID-19, remain in

compulsory isolation regime and follows the medical protocol of the Ministry of Health.

2.7 Subparagraph (a) of paragraph 2.13 of the Infectious Disease (Definition

Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, deleted and replaced by the following new paragraph (a):

"(A) If the period of stay in the Republic does not exceed 4 days:

(i) either provide a negative molecular test certificate for his illness COVID-19 from a certified laboratory with a negative indication, valid 72 hours before departure,

(ii) carry out the molecular examination immediately upon arrival in the Republic, the costs of which are covered by the persons concerned and remain in compulsory self-limitation until the result is issued;

(iii) such persons must undergo a daily rapid antigen detection test for the disease. COVID-19 until the day of their departure, to have the proof of the examination for control purposes as well as to take precautionary and self-protection measures in the place where they reside,

(iv) persons who are positively diagnosed with the disease COVID-19, remain in a state of compulsory isolation and the medical protocol of the Ministry of Health is followed. ".

2.8 Paragraph 2.14 of the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, deleted and replaced by the following new paragraph 2.14:

"2.14 For persons who enter the Republic legally through legal points of entry by sea, the following applies:

(i) If they arrive in the Republic from Category A countries by recreational craft, they shall remain under compulsory self-restraint for a period of three days from the date of arrival, calculated as day "0", and shall undergo a molecular examination after 72 hours from the time of their arrival and are released if the test is negative,

(ii) for pleasure boats arriving in the Republic from Category B countries, the occupants shall present a negative molecular test certificate for the disease. COVID-19, valid for 72 hours before the departure of the boat or the persons in question are subjected to a molecular examination in the mooring area and in this case remain in a mandatory self-restraint regime for a period of three days, from the date of arrival, which is calculated as day "0 Are subjected to a molecular test after the completion of 72 hours from the time of their arrival and are released if the test is negative,

(iii) for pleasure craft arriving from countries not falling into categories A and B and which, during the previous 14 days of their arrival, have not docked in any port or have docked only in ports of countries belonging to categories A and B, passengers are given a molecular test for the disease COVID-19 on arrival at the berth and remain on board in self-restraint for a period of three days from the date of arrival, which is calculated as day "0", and undergo a molecular examination after 72 hours from arrival. and be released if the test is negative,

(iv) the persons falling under subparagraphs (i) to (iii) of this paragraph, who arrive in the Republic and are positively diagnosed with COVID-19 disease, remain in a state of compulsory isolation and the medical protocol of the Ministry of Health is followed:

It is understood that the operators of the legal points of entry by sea, ensure that the passengers comply with all the above.

2.9 Sub-paragraph (a) of paragraph 2.2 of the Infectious Disease (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, is amended as follows:

(i) by adding in sub-paragraph (iii) immediately after the word "pharmacy" (first line) the words "or transfer to a Medical Council";

(ii) by deleting and replacing this third reservation, subject to the following new reservation:

"It is further understood that a written exceptional travel declaration may be used and presented using the form attached as Annex II by persons over 65 years of age, provided that their exceptional travel does not exceed two movements per day, as well as for the transport of a minor for activity purposes, which is allowed under the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decrees (No. 6) and (No. 7) of 2021, provided that evidence of the date and time of activity is provided. ".

2.10 Annex II of the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 6) of 2021, is deleted with effect from 7 February 2021 at 23.59 pm and is replaced by the following new Annex II:
