Vacancies in Police and Fire Department - All information

The Cyprus Police announces that applications are being accepted (by men and women) for filling vacancies of Police and Firefighters.

The announcement: 

Applications are accepted to the Cyprus Police (by Men and Women), to fill vacancies in the Police and the Fire Service (positions of Policemen and Firefighters). The positions are First Appointment. Approved Salary Scale: A3: € 15.306, 15.419, 15.561, 15.993, 16.447, 16.901, 17.355, 17.810, 18.442, 19.142, 19.842, 20.542, 21.242 A5: € 16.196, 16.826, 17.455, 18.168, 19.139, 20.110, 21.081 , 22.052, 23.023, 23.994, 24.965, 25.936 and A26.907 (ii): € 7, 22.648, 23.780, 24.912, 26.044, 27.176, 28.308, 29.440, 30.572, 31.704, 32.836, 33.968, 35.100 (Combined Scales). Any general increases approved by law are added to the payroll. In addition, an indexation allowance is paid, in accordance with the rate approved by the Government from time to time.

It is noted that, according to article 10 of the Budget of 2020, Law 89 (II) of 2019, during the first two years of service the annual basic salary will amount to € 13.775. Upon completion of 24 months of service or employment in the said salary, the employee will be placed in the initial step of the salary scale of the position.

According to the same article, the above regulation does not apply in cases:
1. Employees holding a permanent post who have either been appointed before 01.01.2012 or after 01.01.2012 and have served for a total of twenty-four months on a reduced scale, and without interruption shall be appointed or promoted to another post or seconded for any purpose or hired on an ad hoc basis or contract.

2. Temporary staff or on a contract basis (excluding the Educational Service), who was either hired before 01.01.2012 or after 01.01.2012 and was employed for a total of twenty-four months on a reduced scale and is appointed to a position without mediation interruption between the date of appointment and employment on a temporary basis or under a contract.

3. A member of the temporary staff or under a contract whose staff conditions of employment are different, without interruption of employment, and whether he was recruited before 01.01.2012, or was recruited after 01.01.2012 and has already been employed for a total of twenty-four months at a reduced admission scale.

4. Teachers who are employed or were employed on a contract basis or as substitutes at the Ministry of Education, Culture, Sports and Youth on January 1, 2012 or earlier.

5. Regular hourly paid government staff who are appointed to a permanent position without interruption of employment, and

6. Permanent employee of a legal entity under public law who is appointed to a permanent position in the civil service, without having been terminated, and was either appointed before 01.01.2012 to the legal entity under public law, or was employed to the legal entity under public law as a whole for twenty-four months on a reduced admission scale. It is understood that service at a reduced rate of admission to the legal entity under public law is offset by service at a reduced rate of admission to the State Service for the purpose of completing 24 months.

2. Duties and Responsibilities
As mentioned in the Law on Police (L.73 (I) / 2004), as amended until today, the Police (General) Regulations (KDP 51/89), as amended until today, in the Police Orders and in other Legislations that assign tasks to the Police and the Fire Service.

3. Trial Period
(1) The recruitment in the Police will be valid from the date that the legalized assurance is given by the candidate Police Officer.

(2) (a) The recruitment will be for an initial period of three years, during which the Police Officer will be tested.

(b) The Chief may during the probationary period dismiss any Police Officer if he deems, following reports from the Director of the Police Academy or the Head of the Fire Department, as the case may be, and the Police Directors, under whose orders he served, that he is not a capable Policeman. It is understood that before the decision for dismissal, the Chief gives the Police a notification of his intention for dismissal, which contains the reasons for dismissal and invites him to make any representations that he would like against his dismissal. Based on these representations the Leader can decide either the dismissal or the extension of the probationary period for another year. The probationary period may be extended for up to one year by the Chief with the approval of the Minister.

(c) In the event of a waiver, during the probationary period, the Commander may require reasonable compensation to be paid for expenses incurred by the State during the training period, or any other expenses incurred by the Police due to the recruitment.

(d) After the end of the probationary period, if the Police Officer performs his duties satisfactorily and at the discretion of the Chief is in all respects suitable to remain with the Police, in accordance with the relevant provisions to be issued by the Chief of Police for the purpose this, will be made permanent as a Constable and the deed of permanence is published in the Weekly Orders

(3) (a) Those selected for recruitment in the Police will attend general vocational and practical training and coaching, lasting three academic years.

(b) Those who fail to ensure the training and coaching referred to in paragraph (3) (a) based on the program score determined by the applicable internal regulations of the Police Academy, will be dismissed by the Police by decision of the Chief Police and in accordance with the provisions of Regulations 7 and 8 of the Police (General) Regulations (KDP 51/89) as amended until today.

4. Fraudulent qualifications
The candidate for recruitment in the Police must: -

(1) To be a citizen of the Republic.

(2) To have completed the eighteenth (18) year of age and not to have completed the thirty-fifth (35) year, on the day of submission of the application.

Regular Special Police Officers or Special Police Officers, who serve in the Police, can, according to the Law on Police (L.73 (1) / 2004), as well as the (General) Regulations on Police, (KDP 51 / 89), to be candidates for recruitment in the Police regardless of age.

(3) To be a holder of a diploma of a recognized Secondary School or a holder of a diploma or degree of at least a post-secondary school.

(4) To be at a height of not less than 1.65 meters for men and 1.60 meters for women.

(5) Have a Body Mass Index of less than thirty (30). The Body Mass Index is calculated by dividing the candidate's body weight, in kilograms, by the square of this height, in meters (BMI = weight: height²).

(6) To have a good knowledge of Greek and a satisfactory knowledge of a foreign language. It is understood that the good knowledge of Greek and the satisfactory knowledge of the foreign language will be certified based on the current list of accepted evidence of the Public Service Committee.

(7) To have fulfilled his military obligations or to have been legally discharged from them, but not for health reasons.

Candidates must submit a Certificate of Military Status "TYPE AD" COMPLETE (Form EF 136), which has been issued during the period of one year before the date of the announcement, which shows all the military changes and where proves the completion of military service or legal discharge. This document is issued by the Military Offices and the Citizen Service Centers.

Any other documents will not be accepted and the application will be rejected.

The date of fulfillment of military obligations for this procedure is considered to be the last date for submission of applications.

5. Evaluation Procedures

The candidate should:

(1) To succeed in a written examination, conducted in accordance with the provisions of the Police (General) Regulations (KDP 51/89), and to have obtained an overall overall score of at least 50% on average in each of the subjects included in the examination not less than 40% of the score.

The results of the written examination will be published, as provided in the relevant Regulations.

(2) To succeed in written psychometric examinations, which will include tests of cognitive abilities and personality. The examinations will be assigned to a competent economic body.

For the cognitive skills tests, after the norming of the answers on all the examinees, a success criterion will be a score equal to or greater than -0.75 of the standard deviation from the average.

For psychometric personality tests, eligibility criteria will be the within-interpretative response intervals of each candidate, and the overall compatibility of each candidate at this stage with the predefined criteria, as defined by the properties of the Psychometric tool and its manufacturer.

The results of the written psychometric examinations will be published on the official Website of the Police (www.police.gov.cy).

(3) To succeed in a test of sports gymnastic competitions, the required level of which is defined in Table "B" of the Police (General) Regulations (KDP 51/89) as amended until today.

During the participation of the candidates in the Athletic Gymnastics Competitions, both the measurement of the height and the calculation of the Body Mass Index will be carried out by the Committee that will be formed for this purpose.

Any measurement other than that made by the Commission will not be accepted.

It is noted that, in order for a candidate to be allowed to participate in sports gymnastics, he / she must present a relevant medical certificate, as the Recruitment Council will determine.

(4) To certify the good state of his health, his perfect physical physique and his physical and mental fitness, in order to perform the duties in which he will be employed after his recruitment. This certification will be done after relevant examinations, by a government medical officer. The above are ascertained based on the criteria defined in Table "A" of the Police (General) Regulations (KDP 51/89).

The candidates will take these exams, after consultation with the Recruitment Office of the Cyprus Police.

(5) To be subjected to a Drug Detection Test (Narcotest), with a negative result. The test is performed by the General State Chemist after taking blood or hair or other appropriate means.

Each candidate included in the Schedule of Appointments shall be subject to the above examination, at the essential time before recruitment, and in case of refusal to provide the appropriate sample in type and quantity, his application for recruitment shall be rejected and the name of the candidate shall be deleted. from the Table of Appointments, regardless of whether he holds the required qualifications and meets all the other conditions.

In addition, the candidate must not have been fired or terminated in the past by the Public Service of the Republic or by a Public Law Organization for a criminal offense or disciplinary misconduct.

In addition, the candidate should provide the information that may be required regarding his or her past or previous employment or any other matter relating to his or her recruitment with the Police and whether any candidate in his or her application or in relation to his / her application for recruitment, makes any false statement and then is appointed to the Police, commits a criminal offense and in case of conviction will be fired by the Police.

It is emphasized that, a candidate who fails in any examination / test / measurement, is excluded from the further evaluation process.

Note that the order of the above examinations / tests / measurements is determined by the Recruitment Board.

6. Placement in the Fire Service 
(a) In order for a Policeman to be selected to be placed in the Fire Service, he must pass the special professional tests, according to Police Order 1/51.

(b) Participation in the special professional tests is allowed only once, during the recruitment of the candidate.

(c) The number of positions to be assigned to the Fire Service will be decided by the Chief of Police.

(d) The ranking list of the special professional tests is valid only during the recruitment that concerns this announcement.

7. Right to Participate in the Written Examination
Eligible to participate in the written examination will be those who meet the qualifications provided by the relevant Laws and Regulations and pay the amount of € 45 as consideration for participation in the examination, when submitting the application, through the JCC payment acceptance system, which is the last successful submission stage of the application.

8. Date of the Written Exam - Exam material
The date of the written examination, as well as the material of the written examination, in general, will be announced in a publication in the Official Gazette of the Republic. Those who pass the written examination will be invited to take part in the other evaluation procedures, which are provided by the provisions of the Police (General) Regulations (KDP 51/89) as amended until today.

9. Certification of Academic Qualifications 
Academic qualifications are taken into account and credited with additional credits, in relation to the final ranking of the candidates in the Table of Appointments. For this purpose, the candidates are encouraged to obtain a Certificate of Recognition of their Degree or Diploma from the Cyprus Council for the Recognition of Qualifications (KY.S.ATS), where required, which will be able to present to the Recruitment Board, when requested. Otherwise, no additional credits will be credited.

10. Submission of Applications 
(1) The recruitment process will be done in accordance with the provisions of the Police (General) Regulations (KDP 51/89) as amended until today and the Law on the Evaluation of Candidates for Appointment in the Public Service, (Law 6 (I) / 98), as amended to date. Candidates can apply, only through the Government Internet Security Channel "ARIADNE", at www.ariadni.gov.cy in the thematic section "POLICE".

(2) In order to be able to submit their application, the candidates must, in advance, create a profile as a Citizen (Natural Person) in ARIADNE, which they must certify in a Government Organization (Citizen Service Center KEP, or KE.PO Central Post Offices), presenting their Identity Card, as well as the Profile ID that will be sent to them via e-mail. Candidates who already have a certified profile from previous times or for some other reason, do not create a new profile. In case the citizen does not remember his details, there is the mechanism "I forgot the User name", "I forgot the Password".

(3) During the application process, all relevant certificates should be scanned and submitted. The start date for applications is set at Monday, 09/11/2020 at 09:00, which expires on Monday, 01/02/2021 at 14:00. Applications submitted late will be automatically rejected by the system.

(4) The correct completion of the applications is the sole responsibility of the candidates.

(a) Applications which will be accepted by the system and subsequently found to have been made on the basis of forged, false, and / or misleading information / documents, in addition to any criminal liability that the applicant may incur, as provided by applicable law , will be rejected and the applicant will be excluded from the further evaluation process, even if in the meantime he has succeeded in other evaluation procedures, as provided in this notice.

(b) If it is found at any stage of the entire procedure that the candidate does not meet any of the required qualifications, he / she will be excluded from further evaluation procedures.

(c) In cases (a) and (b) above, no bidder will be reimbursed the fees he paid, upon submission of his application

(5) Applications submitted in the past will not be considered.
