As officially stated on the blog, the YouTube Slam is a project that "runs" in collaboration with the Google Research department, where the staff selects every week some videos from different categories (eg Comedy, Music, Bizarre, etc.) and users can vote for them. The most popular ones are then displayed in a rating board.
Users can also participate in the game, which means predicting YouTube Slam winners, earning points and competing with other users each week.
The first impression is that it is still a (fun) way to waste time, but it actually helps Google to better evaluate users' videos and significantly increase the number of subscribers to YouTube channels.
