In short, when a candidate secures a better grade, he enters the list of appointments and the old one who succeeds either leaves or is required to retake the exams to secure his position.
At the same time, similar problems arise with the list of appointees (old system) as the number of indefinite positions increases and "blocks" the permanent positions. Problems arise in cases where there are teachers appointed from the list of contractors without a permanent position and when the next year another candidate who may have a master's degree or data that ranks him higher in the list, overtakes him contract teacher and then he to be out.
