The Ministry of Labor, Welfare and Social Insurance provides answers to the most frequently asked questions of the citizens, which have also been posted on the website: coronavirus.mlsi.gov.cy.

For "if I applied and received the allowance for the first period, what should I do to receive the special allowance for the second period 13 / 4-12 / 5 and which applications are submitted by the employers and which are the employees? The Ministry Labor states that "a new application must be submitted for the Full and Partial Suspension Plans by the employer".

He explains that "in the case of Special Care and Sickness Allowance, the application must be submitted by the person concerned and specifically the employees submit the application for the Special Child Care License (ESA.1) and the application for the Special Sickness Allowance (ESA.2).

Employers submit "the application for the Special Plan for the Complete Suspension of the Company (ESA.3) and the application for the Special Plan for the Partial Suspension of the Company (ESC.4)".

According to the Ministry of Labor, employers who have made recruitments after 1/2/2020, must, before submitting the above applications, first complete the Statement of Submission of New Employees (EEA.7), which concerns in recruitment of employees during the months of February and March 2020 and the Independent Employees to submit the application for the Special Scheme of Independent Employees (ESA.5) ".

Regarding the Bank Account (IBAN) statement and if it has to be re-declared in the case that we registered it and it was approved in the first period, the answer is no, however the statement must be resubmitted if it was submitted correctly but the applicant was not paid.

Also, "the details of the bank account declared during the first period cannot be changed" in case the applicant wishes the second allowance to be deposited in another account ".

The answer for IBAN of a foreign bank and not a Cypriot one to pay the allowance is also negative.

If someone receives a message that they have made a mistake but I was not paid, they must first contact their employer to check for the mistake made in submitting the application, while for someone who was hired in February / March, the employer must first submit the EEC7 application. and then include in the application that will be submitted for the participation of the company in a Business Suspension Plan of the Company.

The details of all children under the age of 15 cannot be entered in the application for the Special Child Care Permit and for the purposes of approving the application it is not necessary to register more than one child.

For employees of the public or wider public sector, the Ministry of Labor states that its special plans "concern only private employees and the Public or Wider Public Sector Officers until 5.5.2020 must be paid normally by the Public or Wider Public Sector and after 5.5.2020 they must complete a special application to their Boss and not to the Ministry of Labor ".

Regarding data identification problems "employers are required to contact their own employees to confirm the information provided during their registration with the Social Insurance Services (ie, Social Security Number, Identity Card Number, Registration Card Number, Registration Number Citizen) ».

Employees who fill out online applications for Special Benefits (Special Care License, Special Sickness Allowance) must also register their details based on their registration details with the Social Security Services.

Social Security Services, with the aim of ensuring Public Health and avoiding overcrowding in the District Social Insurance Offices, invite employers and policyholders to pay their current contributions through the online application / website of JCC Smart or via the Internet Social Security Services.

Funds will operate in the District Offices only for the collection of cash contributions, collection of late contributions and administrative fines.

The registrations of the unemployed will continue with the process announced on 16/03/2020 during which the new registrations of the unemployed, the renewals of the signatures of the unemployed and the terminations of the registrations will be done without the need for the physical presence of the applicants.

The public service for the period from 18 May 2020 until the end of May, in addition to the daily service hours (08: 00-15: 00) will be extended every Monday, Tuesday and Thursday until 17:30.

The extended schedule will be valid for "delivery of documents and submission of applications related to Social Security Services allowances and for holding meetings that have been arranged after contacting the officials of the Social Security Services.

The extended schedule will not apply to the collection of contributions to the funds.

Please note that visits to the local District Offices are only allowed in cases where there is no possibility of service by phone or by sending an e-mail, as mentioned above.

It is emphasized that the District Social Security Offices do not have the authority to handle issues related to the Payment of Special Allowances due to COVID-19 and interested parties are invited to contact 1433 or submit their request electronically to the email address: coronavirus@mlsi.gov.cy.
