Because with a Notification published in the Official Gazette of the Republic, following the authorization of the Council of Ministers, the Minister of Health declared as infected local areas with the Koronovirus COVID-19 Pursuant to Article 4 of the Law on Dehydration, Chapter 260, the following Regulations are issued in the Districts of Nicosia, Limassol, Larnaca, Famagusta and Paphos:

2.1 Regulations 2.6 and 2.7 on Infection (Defining Measures to Prevent the Spread of Coronavirus COVID-19) Decree (No. 57) of 2020, are deleted and repealed from 30 December 2020 at 05.59 am

2.2 Regulations 2.1 (g), 2.1 (l) and 2.1 (ohm) of Infection (Defining Measures to Prevent the Spread of the Coronavirus) COVID-19) Decree (No. 59) of 2020, are deleted and repealed from December 29, 2020 at 17.59 p.m.

2.3 Regulation 2.10 of the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 52) of 2020 and its Regulation 2.4 on Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 53) of 2020 are deleted and repealed from December 30, 2020 at 05.59 am.

2.4 Due to the urgent need arising from the epidemiological data for the protection of public health, to deal with the spread of the Koronovirus COVID-19 and whereas, despite the measures taken previously, between 21 December 2020 and 28 December 2020, 2,690 cases were reported, with the average number of patients daily increasing to between 140 and 155 patients per day, and given that During the above period, 18 deaths of patients with the ultimate cause of death were recorded COVID-19 and given that about 9 out of 10 cases recorded are domestic infections, but also that the percentage of positive laboratory tests is close to 5%, ie it is above the safety limit of 4% set by the European Center for Disease Prevention and Control (ECDC), from December 29, 2020 at 18.00:10 p.m. until January 2021, 05.00 and at 2.1 am, the following applies to the Provinces of Nicosia, Limassol, Larnaca, Famagusta and Paphos, in addition to the provisions of Regulation XNUMX on Infectious Diseases (Determination of Measures to Prevent Expansion) COVID-19) Decree (No. 59) of 2020 which remain in force, unless otherwise stated in this Regulation:

(a) The presence of any persons in a home other than those permanently residing in it is prohibited: It is understood that the presence of minor children and persons with disabilities, other than permanent residents, is permitted solely for the purpose of care and custody for the period Physical presence of parents and / or guardians is necessary at their workplace, as well as a visit to a home for the purpose of assisting persons who are unable to support themselves. (b) Notwithstanding the provisions of paragraph (a), on 31 December 2020 from 12.00 p.m. until 1 January 2021 at 01.00 am, the presence in the home of the permanent residents in it as well as persons from another house is allowed, provided that the total number of persons in the house does not exceed 10 people, including minor children . (c) Subject to the provisions of paragraph (b), it is prohibited to hold meals and / or dinners for weddings and baptisms, as well as for any other events. (d) (i) From 30 December 2020 at 06.00 am. Until January 10, 2021 at 05.00 am, the state and wider public sector, with the exception of the essential services as defined in Regulation 2.6 of this Decree, works with the physical presence of the necessary security personnel in the offices for emergency management and citizen service to cover emergencies:

It is understood that the external construction sites / workshops continue their work in compliance with the relevant health protocols. (ii) the rest of the staff work remotely, where possible and in cases where, due to the nature of the work, remote work is not allowed, a special permit is granted for public health reasons, and (iii) the competent authority, under Public Service Laws 1990 to 2020 and / or, as the case may be, relevant laws governing the operation of Independent Services and / or Undersecretariats, proceeds immediately to determine the staffing needs for the smooth operation of the Emergency Management Agency and to serve citizens to cover emergencies . (e) Public Law Organizations and Local Authorities shall apply mutatis mutandis the provisions set forth in paragraph (d) of this Decree from 30 December 2020 at 06.00 am until 10 January 2021 at 05.00 am. .

2.5 From the 29th of December 2020 at 18.00 pm. until January 10, 2021 at 05.00 am, the operation of private and public schools of primary and secondary education and Higher Education Institutions is carried out with distance education: It is understood that, in cases where the physical presence of students of Senior and Higher Education Institutions, for the purpose of conducting laboratory courses to prepare students for exams, may conduct laboratory courses with physical presence, in compliance with health protocols.

2.6 For the purposes of this Decree are defined as essential services the services necessary for the surveillance and management of the coronavirus pandemic, for the provision of social services and the payment of allowances and other benefits to citizens to ensure a continuous supply of electricity, water supply, for irrigation purposes, for the operation of electronic communications / systems, telecommunications and post offices, for the operation of aviation and air traffic control, for the operation of civil defense, for the operation of hospitals and similar services in the field of health, prisons , asylum and immigration, the repair or maintenance of the equipment and electromechanical installations of the National Guard and the Police, including the Fire Brigade and the operation of the ports as well as the health services of the state and wider state sector.

3. This Decree enters into force immediately upon its publication in the Official Gazette of the Republic.
