The new decree of the Minister of Health for the new measures that come into force from six tomorrow morning until 31/12 at five in the morning was issued and enters into force with its publication in the Official Gazette of the Republic.
The decree states that from 11 December 2020 at 06.00 am. until December 31, 2020 at 05.00 a.m. measures apply to the Provinces of Nicosia, Limassol, Larnaca, Famagusta and Paphos.
These are said to be due to the urgent need arising from the epidemiological data for the protection of public health, to deal with the spread of the Koronovirus COVID-19 and whereas, despite the measures taken previously, from 1 December 2020 to 9 December 2020, 3,016 cases were recorded.
In addition, it is reported that while the average number of patients treated daily is 120 patients per day and during the above period 21 deaths of patients with the ultimate cause of death were recorded. COVID-19 while 8 out of 10 cases recorded are domestic infections, but also that the positive rate of laboratory tests increased from 3,5% to 5,5%,
The measures in detail:
(a) The movement of persons is prohibited from 21.00 pm. until 05.00 am, except in the following cases:
access to and from workplaces, as well as for work purposes using the Employee Traffic Certificate Form, which is attached as an Annex to this Decree,
going to a medical center or hospital or pharmacy or veterinarian for medical emergencies, and
movement of hunters to and within non-prohibited hunting areas, as defined in the Laws on Protection and Management of Wild Birds and Prey of 2003 to 2017, from 03.00 am, only on the allowed hunting days:
It is understood that hunters must carry their hunting license with them for control purposes,
(b) Excluding dining areas at Larnaca and Paphos Airports, as well as excluding dining areas within hotels and tourist accommodation, which may be open until 21.00 pm. subject to (i) to (iv) of the reservation, the operation of all restaurants such as restaurants, taverns, cafes, pubs, snack bars and bars, cafes and restaurants within shopping malls, canteens and / or sports clubs is suspended; cultural clubs, associations, clubs, etc., with the exception of their take away services, which are only available until 20.30 pm, as well as their home delivery services:
It is understood that the services within the catering areas of hotels and tourist accommodation are provided under the following conditions:
only for the service of persons staying overnight in these hotels and / or tourist accommodation and provided that they are served exclusively on table seats, in compliance with the guidelines of the Ministry of Health,
the operation and use of the bars inside the dining areas is limited exclusively to the preparation of food or drinks by the employees and the direct service from the bar is prohibited,
the maximum number of persons per table is six (6) persons, and
the maximum number of persons that can be served in restaurants inside hotels and / or tourist accommodation, is set at 40 persons indoors and 80 persons outdoors, provided that the measure of one person per 3 sq.m. is observed, at least, for indoor areas and 2 sq.m., at least, for outdoor areas and in compliance with the guidelines of the Ministry of Health:
It is further understood that, under Regulation 2.1 of the Infectious Diseases (Definition of Measures to Prevent the Spread of the Coronavirus COVID-19) Decree (No. 28) of 2020, the operation of nightclubs, discos, nightclubs and music and dance venues is suspended,
(c) Mass and other events, gatherings, demonstrations, parades, concerts, festivals, including Christmas bazaars and similar events, festivals in public or private places are prohibited;
(d) Gatherings of more than two persons, excluding minor children accompanying their parents, to private and public gathering places, such as parks, squares, courtyards of churches and other religious sites, dams, picnic areas, beaches, sidewalks and sidewalks, are prohibited. , etc .:
It is understood that homes are excluded as well as any other areas specified in the guidelines of the Ministry of Health,
(e) Up to 10 persons are allowed in homes, including minor children,
(f) The presence of believers during church services and / or other forms of religious worship is prohibited:
It is understood that the responsibility for compliance lies with the person or persons who, based on the internal institutional framework of the religion and / or doctrine, are responsible for the particular place of worship,
(g) Individual prayer is permitted in churches, mosques and other religious places of worship, except during church hours and / or other religious ceremonies and provided that no more than 10 persons are present in the place of religious worship at the same time,
(h) Weddings, baptisms, funerals with a maximum number of 10 persons are allowed,
(i) It is forbidden to hold meals and / or dinners for weddings and baptisms, as well as for any other events, except those held in a home and with a maximum of 10 persons, including minor children,
(j) Visits to hospitals, clinics, medical and diagnostic centers are prohibited;
(k) Visits to nursing homes, nursing homes, centers for the chronically ill, structures and hostels for vulnerable groups, transitional hostels, day care centers, child protection facilities, excluding visits to persons with disabilities, receive two visits per week and in cases of extreme necessity requests for additional visits are considered by the competent social worker,
(l) The operation of indoor and outdoor theaters, spectacles and cinemas indoors and outdoors is suspended;
(m) The operation of playgrounds, amusement parks and theme parks indoors and outdoors is suspended,
(n) The holding of conferences, trade and art exhibitions, assemblies, etc. is suspended;
(x) The operation of camping sites is suspended,
The unions / elections of Trade Unions registered based on the Trade Unions Laws of 1965-1996, can be held by electronic means, after the approval of the Registrar of Trade Unions,
(p) The maximum number of passengers that can carry all regular passenger buses with a fare per passenger, as well as all means of public transport and / or private transport, depending on their capacity, shall be determined in accordance with the guidelines, which issued by the Ministry of Transport, Communications and Works:
It is understood that the use of a face mask is mandatory for employees and passengers in all means of transport referred to in this paragraph,
(p) The operation of closed shopping centers is suspended:
It is understood that all retailers may provide home or e-commerce services with home delivery,
(s) The operation of retail businesses, supermarkets and department stores is allowed, provided that the measure of one person per 10 sq.m. is observed. at least, useful space and provided that in supermarkets, department stores and large stores over 500 sq.m. control will be ensured in the presence of an authorized person of the store at the entrance of the store for not exceeding the maximum number of physical presence of customers,
(t) The public markets operate at 50% of their capacity and a distance of 1.5 meters between the persons and in compliance with the guidelines of the Ministry of Health,
(u) The operation of gambling and betting companies is allowed, in compliance with the guidelines of the Ministry of Health and the National Betting Authority and under the conditions that the measure of one person per 10 sq.m. is observed. at least and that customers remain in the business only for the required period of time to complete and deposit the bet or pay slip,
(f) The operation of casinos is suspended,
(x) Suspended operation of swimming pools, excluding use by persons with disabilities for therapeutic exercise or training of up to 4 persons, including the coach,
(ψ) Gyms, swimming pools, wellness centers and other similar infrastructure within hotels and tourist accommodation, may operate exclusively for the service of persons staying overnight in such hotels and / or tourist accommodation,
(h) The operation of gyms, dance schools, as well as schools of other sports is suspended:
It is understood that, personal training and / or training in the facilities referred to in this paragraph is allowed, provided that the participants do not exceed two people, including the trainer / coach,
(oa) The operation and use of indoor and outdoor sports facilities is suspended, except in the following cases:
(i) the operation of the sports facilities solely for the use of persons or teams of up to four (4) persons, including the coach and without the presence of spectators;
(ii) the operation of sports facilities for training and competitions, without the presence of spectators, for the championships of the teams AD, BD and DG Category and national teams, in compliance with the health protocols, and
(iii) the operation of sports facilities for the training of high-performance athletes, who are included in the list of the Cyprus Sports Organization with the participation of up to 4 people, including the coach, such as athletes who have secured or are eligible for the Olympic Games; / or are included in the High Performance and Talent Plans of the Cyprus Sports Organization,
(hb) All group sports and social activities for persons under 18 years of age are prohibited:

(oh) Suspended from the 14th of December 2020 at 06.00 am. the operation of all private tuition centers and private training centers for persons under 18 years of age:
It is understood that tutoring is allowed in the physical presence of only two people, including the instructor as well as through distance learning,
(od) The food retail companies serve on weekdays, Saturdays and Sundays (where applicable) from the time of their operation until 9.00 am, exclusively persons:
(i) sixty-five years and over; and
(ii) with disabilities,
(oe) The maximum number of persons who may attend the Courts and their chambers shall be determined in accordance with the guidelines of the Supreme Court;
(ost) The ports of the Republic operate only for commercial transactions and activities and the disembarkation of cruise ship passengers is prohibited,
(oz) It is forbidden to enter and / or leave the reception, accommodation and detention centers of asylum seekers of any person, except the entry of newly arrived asylum seekers:
It is understood that employees may enter and / or leave such centers and exceptionally enter and / or leave for humanitarian and / or medical reasons and / or for other serious reasons, such as access to the Court, with the relevant permission of the Minister of Interior,
(oh) A person who enters and / or enters the territory of the Republic illegally remains for 14 days from his arrival in places of compulsory isolation (quarantine) indicated by the Republic:
It is understood that asylum seekers who enter, are placed and / or are obliged to stay in the reception, hospitality and / or detention centers of asylum seekers are placed in compulsory isolation (quarantine) for 14 days, before any contact with existing residents and in each case, the relevant medical protocol is followed,
(hh) Written examinations and / or meetings of State Authorities and / or meetings of Authorities and / or Services and / or Bodies and / or Bodies are allowed, provided that the safety and health guidelines issued by the Ministry of Health are observed,
(oi) With effect from 14 December 2020, the operation of public and private Lyceums, Technical Schools, Higher and Higher Education Institutions is carried out with distance education:
It is understood that, in cases where the physical presence of students of Higher and Higher Education Institutions is extremely necessary, for the purpose of conducting laboratory courses to prepare students for examinations, laboratory courses with physical presence may be conducted, in compliance with health protocols.
2.4 Businesses that are suspended may perform administrative work and / or other work in camera.
2.5 All companies whose operation is not suspended, operate in accordance with the guidelines of safety and health of the Ministry of Health and / or, as the case may be, the competent Ministries / Authorities.
The competent authority, by virtue of the Civil Service Laws 1990 to 2020 and / or the relevant laws governing the operation of Independent Services and / or Undersecretariats, may in exceptional cases and if it deems it necessary to apply such employment regulations to its staff, in order to prevent the spread of the Koronovirus pandemic COVID-19, in their Services, providing, inter alia, the staff of the Ministry / Undersecretariat / Independent Service and their Departments / Services, to work remotely until January 7, 2021, provided that the smooth operation is not affected in any way of Ministries / Undersecretaries / Independent Services and their Departments / Services.
2.7 The Public Law Organizations and the Local Government Authorities may apply by analogy the provisions provided in Regulation 2.6 of this Decree, until January 7, 2021, provided that the smooth operation of their services is not affected in any way.
