Famagusta Land Registry: The position of the Ministry of Foreign Affairs for the investigation against employees

An announcement was issued by the Ministry of Interior regarding articles in the daily press regarding an investigation against employees of the Land Registry.

Specifically, the Ministry of Interior states:

"Mr. Orphanides actually complained on 13.7.2018 to the Director of the Department of Cadastre and Surveying, in a personal meeting in the office of the Director, an employee of the District Cadastral Office of Famagusta, that he handed over to him, possibly to other Auditor General concerned the relocation of the Famagusta District Cadastral Office from Larnaca to Paralimni. According to the complaint, the employee was acting as an organizer and coordinator of a group of employees who reacted to the move.

The Director of the Cadastre and Surveying acted immediately and on the same day during his visit to the District Cadastral Office of Famagusta, investigated the complaint in advance and requested the appointment of a Research Officer to examine the complaint.

Ten days later, Mr. Orphanides returned, adding that the employee had loaded and moved dozens of files. The Director immediately requested more information. Mr. Orphanides informed the Director that he did not have to add anything and his first complaint is valid. He overturned this position in a meeting with the Director on 9.8.2018, stating that they are separate complaints. The Director informed him that the two complaints would be investigated jointly.

The Director General of the Ministry of Finance has appointed an Investigating Officer to conduct a disciplinary investigation against the employee on the basis of Mr. Orphanides' complaints for the delivery to him and others of documents for the removal and movement of files.

The results and the Report of the Investigating Officer have not been notified to the Ministry of Interior or to the Department of Land Registry and Surveying.

During the investigation the employee was made available, which has been over for several months.

It is our view that we must await the results of the research before reaching any conclusions.

From the data so far, at first sight we consider that the complaint of Mr. Orfanidis was made for the relocation of the District Cadastral Office of Famagusta and does not seem to be connected with the occupied properties.

If, of course, new data emerge through the investigation, the Ministry will follow, as in the past, the provisions of the Legislation ".
