The Department of Lands and Surveys announces that from Wednesday, May 6, 2020, it expands the existing ways of serving citizens / companies and generally all those who wish to have access to the Services it provides, as follows:

1. Acceptance of applications without arranging an appointment at the Provincial Cadastral Offices (ECC):

Only for filing applications concerning the Registration of Real Property Loans or Prohibitions to Natural or Legal Persons.

2. Acceptance of declarations by arranging an appointment at the District Cadastral Offices:

Only for Transfer Declarations (Donations / Sales / Exchanges) and Mortgages.
The request for an appointment is made only by e-mail to the competent District Cadastral Officer, at the addresses:

3. Acceptance of applications through the internet platform "DLS PORTAL" or the "ARIADNE" System:

All applications provided through e-services e.g. Research Certificates, Copies of Title Deeds, Demarcation, etc. These applications will only be provided through this method.

4. Acceptance of Applications By E-mail at the District Cadastral Offices:

It concerns all applications, which do not fall into the above categories 1, 2 and 3.
Acceptance is made only by e-mail to the responsible officer, at the addresses:

It does not change any procedure regarding the documents and all the necessary procedures, required by the ECG, regarding forms, signatures, certification of documents, etc.

It is necessary that the application form itself is certified and a photocopy of both sides of the identity card or passport / "ARC" (foreigners) of the applicant is attached.

Accepting an application by e-mail presupposes that the submission of the original documents is not required, unless the EPCs only in exceptional cases, would like to confirm / identify the applicant and the sender. In these cases, the original documents if requested to be delivered in an envelope in the special box of the ECG (will be placed outside the building), at any time of the day.

It becomes mandatory in all cases, the indication of the name and identity of the applicant, his full address, e-mail address, as well as the contact telephone number.

When the application is received, the applicant will be notified via email that his application has been received and is being processed.

If all the conditions for acceptance of the application are met, a File Number will be given and the relevant fees and rights will be calculated.

The applicant will be informed accordingly via e-mail with a relevant link for payment through the JCC Smart Service.

Receipt of payment will be emailed by the JCC Smart Service to the applicant.

The payment deadline is three working days. In the event that the applicant does not proceed with the payment, his application will be rejected and will be notified via email.

The payment process through the JCC Smart Service may also include existing applications for which charges / fees are pending.

All the necessary application forms are available through the Online Platform "DLS PORTAL".

The Department of Lands and Surveys assures that through the above four procedures it is now possible to immediately accept all types of applications, as well as full and continuous access to the services and data of the Department.

The Department will continue to be a pioneer in information technology applications with the aim of providing the most immediate and friendly service to the citizens, especially in the context of restarting the economy of our country.
