T. Straubhaar refers to a "failed state", with the dominant problem not the lack of money, but the lack of institutions.
He notes that Greece cannot defend itself on its own and proposes that it be provided with "advisory and practical support for the creation of functioning state structures". He suggests that Germany, which, he says, has gained significant experience with the reunification process, also take an active part in this process.
Mr Straubhaar's stance provoked an immediate reaction from the Left Party (Die Linke), which called on the German government to suspend state funding for the HWW Institute.
