In the same speech, Mrs Merkel once again rejected the introduction of Eurobonds, but made it clear that she intends to show flexibility in imposing a tax on financial transactions and in measures to stimulate growth in the eurozone.

A day after Berlin voted in favor of giving Spain an extra year to reduce its deficit below 3%, Merkel showed a willingness to compromise with the opposition Social Democrats (SPD) and EU partners.

The German chancellor also said that EU member states should relinquish part of their sovereignty over their budgets in exchange for development measures.
