Cyprus: Turkey seeks to maintain guarantees

The derogations also include the guarantees of the Turkish side, which appears to insist on some form of presence on the island even after reaching an agreement. At the same time, international players, such as the United States, understand Nicosia's concerns and appear to support the view that the guarantee system should not be maintained. Given the opposition of Russia and the EU as well as its member states.

Ankara has reportedly conveyed to the United Nations that it wants to maintain the system, albeit with modifications. During the discussions (Aida in Ankara in the summer and Davutoglu in New York recently), it was hinted that the system could be maintained for a period of time, which, however, is not specified.

According to well-informed sources, Turkey insists that the guarantees should be maintained, insists on this and then notes that the system could be re-evaluated in the future. In other words, it puts the maintenance of the system in a framework of temporary permanence.

Diplomatic sources, who have tried to interpret Ankara's position on re-evaluating the data in this chapter, consider it a way to maintain the system, if not at least for a long period of time (ten, twenty years).

The same sources noted that it is not ruled out that Turkey may request the presence and role of the guarantor during the implementation of the agreement. In a critical period, that is, when the country will be in a state of transition from one situation to another. In a transitional period, that is, a period where many, if not all, will be judged.

It is on the basis of this position that, as we are informed, the Special Adviser to the UN Secretary General on the Cyprus issue, Espen Barth Aida, has informed officials of the European Union and major countries that there could be a derogation in this matter and the system could be maintained. for a transitional period. He himself is against the guarantees and against any permanent deviation from the acquis communautaire. However, it seems to support the scenario of having a transitional period, so that "both sides are satisfied".

The Cypriot government during the recent contacts of the President of the Republic in New York raised the issue of security and indicated to their interlocutors that a plan that would include guarantees from Turkey would not be approved by the Greek Cypriots in a referendum.

The estimates recorded are that he did not find his interlocutor to be in line with the scenario of maintaining the guarantee system even after reaching an agreement.

It is noted that the position of Nicosia is strengthened and facilitated by the initiatives of Athens through the Minister of Foreign Affairs, Nikos Kotzias and by the attitude of London. Britain says it will be flexible on this issue.

In essence, Britain is not interested in participating in a guarantee system, but insists on maintaining its military bases on the island. The Cypriot government argues that there could be a formula for guaranteeing the implementation of the solution by the Security Council. For the rest it refers to the European Union.

Discussion in camera

A closed, closed-door discussion of security experts took place last Wednesday at the initiative of the Geostrategy Council.

As we are informed in this regard, during the discussion different views were presented, presentations were made on the developments in the wider region, which in fact affect Cyprus.

In addition to the members of the Geostrategy Council, the meeting was attended by technocrats from the Ministries of Foreign Affairs and Defense, security and intelligence services (former and current), university professors, etc.

The focus, as expected, is the issue of guarantees and the integration of Cyprus in the wider geostrategic and geographical area. There will be a new meeting in the near future, with the same composition, in order to formulate some codified positions / views / suggestions to the President of the Republic, to be used as a tool in the negotiations.
