The marina will include mansions, apartments, restaurants, bars, shops, cafes, boutiques and various shops. It will also include multi-storey residential complexes in two 26-storey towers. Following the approval of the spatial plan by the Department of the Environment, other residential developments, including the two towers, are being licensed. One tower has already been given the green light for licensing by the Department of the Environment, while the company MM Makronisos Marina Ltd (in which Egyptian businessman Naguib Sawiris participates with 80% and Karamontanis with 20%) has also provided a positive opinion on the construction. commercial development with shops and leisure centers, a multi-purpose building, but also a covered parking lot.

The project, with a budget of € 220 million, is expected to be ready in 2020, as the offshore infrastructure of the Ayia Napa marina is expected to be completed within three years.

It is noted that the company submitted to the Environmental Authority two Environmental Impact Assessment Studies (MEEP) and then four Preliminary Environmental Impact Assessments (PEEP). The Western Tower and additional mansions are pending approval from the Environmental Authority.

The Environmental Authority suggests to the Department of Urban Planning and Housing that it authorize the projects of the eastern tower and commercial development, provided that the terms included in the opinion date are applied. 13/4/2016 for the entire project of Makronissos Marina Ltd and concern the project in question, as well as the integration into the urban planning permit of specific terms included in the Preliminary Environmental Impact Reports.

The Department of the Environment, after evaluating the Environmental Impact Assessment and Relevant Environmental Impact Assessments that were developed and evaluated during the licensing phase of Makronissos Marina Ltd at Master Plan level, the conditional positive opinion of the Marron Licensing Opinion. of the Commission and of the various departments and services, issued a positive opinion. The positions expressed are:

a) The size of the development and the fact that it is located within the boundaries of the Special Protection Zone "Liopetri - Ag. Thekla ”of the Natura 2000 Network, is expected to bring pressure and negative effects on the protected area and the species that are hosted. The design as well as the height of the buildings of the 26-storey tower are expected to affect the cultural environment of the area, while the volume of the buildings will cut off the visual access of the passers-by north of the unit to the sea.

b) The construction and operation of the unit in the specific area will bring negative and irreversible effects on the Special Protection Zone (SPA) of Liopetri - Ag. Theklas and more specifically in the species Charadrius leschenaultii as well as in species of flora of the Red Book of Cyprus, as found in the report of the Due Environmental Impact Assessment for the work of Makronissos Marina Ltd.

c) Negative effects were also observed during the evaluation of the project at the Master Plan level, which are recorded in the Environmental Opinion no. 13/4/2016.

It is emphasized that the marina will be developed at the western end of Ayia Napa, in a thin coastal strip of land between the church of Agia Thekla and the Makronisos peninsula. The project consists of the development of mixed uses on the coastal front, such as commercial, residential, cultural, sports and administrative / governmental uses, which will surround a new modern marina and the relevant constructions in the sea area.

The project is located entirely within the Special Protection Zone (SPA) for birds "Agia Thekla - Liopetri" which belongs to the European Network Natura 2000, although the choice of this site for the development of Ayia Napa marina was chosen in 2001, long before the integration of the area in the Network.

The Initial Evaluation Study for the MEEP, originally submitted, was evaluated by the Environmental Authority, in collaboration with experts from government agencies and non-governmental organizations (NGOs) and, according to the assessment, the impact of the project is expected to be negative and irreversible. for the species Charadrius leschenaultii, which overwinters in the area and is the species designation of ZEP.

As the impact of the project on the SPA and the Charadrius leschenaultii species will be negative, irreversible, and in the absence of alternatives, the Republic cited imperative reasons of superior public interest, including social or economic reasons, in order to proceed. At the same time, the Ministry of the Interior has joined another area in the Natura 2000 Network as compensation.

Tower with 90 apartments

The green light for the construction of a tower with 90 residential apartments and 6 shops was received by the Environmental Authority, the owner company of the Ayia Napa marina, which will be built in the area of ​​Agia Thekla - Makronisos. The eastern tower in the marina will be used for commercial and residential purposes. It consists of 26 floors, mezzanine, ground floor and basement. More specifically, the development includes: 90 apartments, two penthouses on floors 25 and 26, four four-bedroom apartments, 32 three-bedroom apartments, 34 two-bedroom apartments, 18 one-bedroom apartments, a spa area and a gym on the 3rd floor of the building. The tower includes a three-storey car park that will extend from the ground floor to the 3rd floor.

Commercial development and stores

The construction of commercial development with shops and leisure centers, a multi-purpose building and a covered parking lot is planned by the company MM Makronisos Marina Ltd, in the marina of Ayia Napa.

The project concerns the construction of commercial development with shops and leisure centers and will include:

• Development with shops and Recreation Areas (Pyare Village)
• Recreation Centers (including Yacht Club)

• Housed two-level parking space (including restaurants, cafes and shops).

The construction of the project will take place in a space that will be recovered / grounded by the sea, within the limits of the project of the marina of Ayia Napa.

The development site of the project is located approximately 950m east of the organized bathing beach of Agia Thekla beach and about 750m west of the Makronisos peninsula. In particular, the development is located south of Agia Thekla Avenue.

The proposed Commercial Use and Recreation Buildings will be built in the northeastern part of the Ayia Napa Marina and will be fitted with the East Tower and the Harbour Master Building. The northern part of the pieces where they will be erected is adjacent to a road, which will be constructed in the context of the development of the marina of Ayia Napa.

The project is proposed to be implemented in a narrow rocky coastal strip in the area of ​​Agia Thekla to the west of Ayia Napa. The development area is located within the Agia Thekla-Liopetri Special Protection Zone, which is considered an important point for migratory corridors and the wintering of a number of birds from Cyprus and the EU as a whole. The plot of land has been designated as a Special Zone for the Development of the Marina.
