The exploitation of the beaches (renting umbrellas / beds) by a relatively small number of individuals, who are estimated to have received millions at the expense of the Local Authorities, in which they have been active and continue to be active with the strong support of a small number of but also parties.

The management of the beaches is still done in many Local Authorities by individuals, although the management audit of the Auditor General showed that where the municipalities took over the management they had increased revenues. The issue resurfaced after statements by Ayia Napa Mayor Giannis Karousos, who said last Friday that the Municipality's revenue from the beds from € 600.000 that was last year increased in 2015 (until last week) to € 1,5 million. ., while, as he estimated, by the end of the current tourist season, the revenues of the Municipality will skyrocket to € 2,5 million. It is worth noting that during last year Ayia Napa utilized only a small part of its beaches, since most of it was still exploited by individuals.

The example of the Municipality of Ayia Napa is the most glaring if we take into account that in 2013, utilizing only 31% of the beds within the boundaries of the Municipality, it received more than it received from the permits granted to individuals, who used 69% of the beds. municipality's. At the same time, the Municipality of Ayia Napa received, on average, € 98 euros from each bed, compared to € 200 received by the Municipality of Paralimni (per bed) that manages its beaches.

The report prepared by the Auditor General also states the following:

(a) The Municipality of Paralimni, which chose to manage its own beaches, achieved the highest net income. The net profit of the Municipality per bed / umbrella for the year 2013 amounted to almost € 200, which represents the second highest yield from the sample we examined during our audit. The net revenues of the Municipality from the provision of services, ie after deducting the relevant expenses, amounted to € 2013 for 846.595 and showed a significant increase compared to the net revenues of 2012 which amounted to € 575.415.

(b) The net profit of the Municipality of Ayia Napa per bed / umbrella for 2013 amounted to almost € 98.

Despite the fact that most of the services of the Municipality (69%) are managed by individuals, the revenues of the Municipality in 2013, from the issuance of the relevant licenses for the provision of services, which amounted to € 355.252, were less than the net revenue (€ 376.691) realized by the Municipality from 31% of the services managed by him, and the return per bed / umbrella managed by the Municipality amounted to approximately € 160, in relation to approximately € 69 for each bed / umbrella managed private licensees. It is also worth noting that Paralimni with 4.240 beds had revenues of € 846.595 compared to revenues of € 731.943 that Ayia Napa had with 7.479 beds.
