In the second phase of the transitional period, from September 1, 2018 to August 31, 2022, the vacancies will be filled by 50% from the existing tables and by 50% from the new ones. According to Mr. Kadis, the above provisions are the only legally valid way to ensure, as far as possible, people serving public education from non-permanent posts. He stressed that there is no other way to secure them and that the options are now two: "Whether we change the system or not." At the same time, as provided by the provisions of the proposed regulation, A system of evaluation of teachers is established in terms of their pedagogical and didactic competence. The evaluation of the teacher takes place during the first two years of the permanent appointment of the test teacher. In case, during the evaluation, the educational officer is deemed insufficient in terms of his pedagogical and didactic competence, he is obliged to participate in a special pedagogical and didactic training program, offered by the Pedagogical Institute. The teacher is re-evaluated after his / her completion of the special program and his / her evaluation report is forwarded to the EVS by the Ministry. In the event that the evaluated teacher is deemed to be insufficient in terms of his / her pedagogical and teaching capacity even after the completion of the special program, the Committee may terminate his / her appointment.7 steps to uninstall the system
