Not even half of the development expenditures available to the ministries and government departments for 2021 were spent until last November. According to data from the General Accounting Office, only 43% of the development expenses have been raised, that is, from the total amount of € 1.03 billion included in the state budget, only € 445.2 million have been utilized. The remaining money that was available is not were utilized. 

The implementation rate of the development budget until November 2021 is lower compared to the corresponding eleven months of 2020, which was 45%. As the data of the General Accounting Office so far show, throughout the last year the ministries used only 50% of the development expenses. On the other hand, there are estimates from the Ministry of Finance that in the last month of 2021 there was more interest in development spending, something, as we were told, that happened in December 2020, where within a month the utilization had increased by 20% , reaching the implementation rate of 65%.

Where costs were utilized

Analytically, according to the General Accounting Office, until November 2021, out of the total development expenditures utilized (€ 445.2 million), an amount of € 270.4 million relates to capital expenditures and € 174.7 million relates to other development expenditures. That is, of the initially available capital expenditures, totaling € 731.7 million, 37% or € 270.4 million has been used, compared to 51% in 2020.

The highest percentage of implementation was in the category "construction, expansion and improvement of buildings" which reached 55%, ie € 49 million was spent, out of a total available amount of € 86.1 million.

In addition, 50% of the costs related to road projects and roads have been utilized, as € 45 million has been spent out of the € 90.2 million budgeted. Also, 41% of the funds related to the equipment market were spent, ie € 22.8 million out of a total of € 55.5 million were utilized, as well as 39% (€ 7 million out of a total of € 18 million) for the purchase of fixed and mobile machinery. 36% was used for the purchase of land and buildings, ie € 16.1 million out of a total of € 45 million, while the percentage of implementation of other projects was at the same levels.

In addition, € 24.8 million has been spent out of a total of € 76.4 million for infrastructure projects. Regarding the "other assets market" sector, 31% has been utilized, ie € 785 thousand out of a total of € 2.5 million. amount of € 30 million while 74.7% of the costs (€ 251.2 million out of a total of € 28 million) have been utilized for construction projects.

Other development costs 

In relation to the "other development expenditures", 57% of the available funds have been spent, ie € 174.7 million out of a total amount of € 304.7 million. Specifically, 76% of the funds have been spent, ie € 4.6 million out of a total amount of € 6 million. related to transfers abroad and 75% of social security appropriations (€ 42.7 million from € 56.6 million). Domestic transfers reached 66%, ie an amount of € 109.9 million was spent out of a total amount of € 166.3 million, while 54% of the funds for compensations and lawsuit expenses were utilized (€ 976 thousand out of a total amount of € 1.8 million). It is worth noting that the utilization rate of the remaining funds related to other development expenditures is below 50%.
