Regulations governing the operation of tattoo parlors

The bill is entitled "The Law on Registration of Dermatologists and Body Permeators and Related Law of 2019" and regulates the operation of tattoo parlors and body piercings. As mentioned in the draft report of the bill, the Ministry of Health, in order to improve and upgrade the quality of services provided in this area, considers as a necessary condition the legalization of the profession of dermatologist and penetrator.

In particular, the proposed bill establishes a Council for the Registration of Dermatologists and Body Permeators and Tattoo and Body Perforation Laboratories. Also, the qualifications and conditions of registration in the relevant registers of dermatologists and body piercings are determined, as well as the general principles of operation of their laboratories. In addition, a Disciplinary Board is established for the exercise of disciplinary authority over registered dermatologists and body piercings and criminal offenses are instituted in connection with the exercise of their profession.

To be registered as a dermatologist or body piercer, any person must be a citizen of the Republic or a Member State or the spouse or child of a citizen of the Republic or a Member State having his or her habitual residence in the Republic. In addition, the person in question must have reached the age of 21, hold a health certificate, have not been convicted of an offense involving moral indecency or dishonesty, and hold a diploma or other equivalent qualification in tattooing or / or and body piercing. In addition, he must hold a certificate of first aid and a certificate of training to prevent communicable diseases.

According to the bill, persons who practice the profession illegally will be guilty of an offense and, if convicted, will be subject to imprisonment for up to three years or a fine of up to € 5.000 or both. It is worth mentioning that the relevant bill was sent by the Ministry of Health to the Legal Service for legal inspection on June 12, 2012, almost seven years ago.
