The current developments in the Cyprus issue and the various announcements of the Turkish Cypriot side about the plans to open the enclosed area of Famagusta under Turkish Cypriot administration were discussed by members of the Famagusta Initiative for Local Government (DPA). Particular attention was paid to the claim that the majority of real estate in the enclosed area belongs to Evkaf.

The members expressed their regret for both issues. "As far as the Cyprus issue is concerned, two and a half years after the Grand Montana, no negotiations have taken place despite the United Nations' continued efforts," the statement said.

The D.P.A. He strongly supports the recent initiative of the Secretary-General of the United Nations and believes that the two leaders should start talks. "It simply came to our notice then. Their aim should be to reach a viable agreement as soon as possible on the basis of the Bicommunal Inter-Community Federation, in which the two communities will have political equality, as described in the United Nations resolutions, "the statement said.

As far as Famagusta is concerned, the members reiterated their position that Famagusta should be returned to the legal residents and owners as shown in the archives of the Department of Land Registry. Also that Resolutions 580 and 786 must be implemented.

"This is, after all, the wish of the Security Council, as expressed in its recent decision," it added.

The D.P.A. reaffirmed its vision for a reunited Famagusta that will extend from Deryneia in the South and Salamis in the North (the vision of Great Famagusta), which will be inhabited by the two communities and which will be governed as an entity in cooperation.

"Such a solution for Famagusta will be a model for bi-communal co-operation in the rest of Cyprus and will be a catalyst for better relations between the two communities," the statement concluded.
