AVGOROU: New road will connect the Technical School with the Achnas dam

The cost of the project is expected to reach 1 million euros and will start in September 2022

A new road that will connect the Technical / Agricultural School of Famagusta (Avgoros) with the dam of Achnas and consequently with the Forest of Achnas is expected to start in the second half of 2022 in the community of Avgoros.

A relevant study concerning the continuation, connection and completion of the road of Avgoros Technical School to the existing road of Achnas dam was submitted to the Environmental Authority.

According to the study provided by Famagusta.News, the road network under study, consists of two separate sections, the road network which connects the Technical School of Avgoros with the existing road of the dam Achnas (road 1) of length 1034 meters and the existing road despite the dam (road 2) of length 340 meters, which will be improved and upgraded with small-scale works, within the framework of the road network implementation works.

The construction of the road network under study is a request of the Local Authority to improve the accessibility to the Technical School of Avgoros from the main road to Famagusta. It is noted that the operation of the road of the dam for the service of the Technical School and the surrounding area will be temporary until the definition of a new layout of this road to the east to bypass the dam.

The road network will consist of two lanes (one in each direction), the study speed will be 50 - 80 km / h while the road network layout is in line with modern geometric standards.

It should be noted that the road from the Technical School to the existing dam road was moved to the south in relation to the original design of the project so that it is located only within state plots of land. Thus, as no expropriations are required, the construction cost of the project will be reduced.

The construction plans of the new road network have been prepared by the Department of Public Works - Road Construction Studies Department, on behalf of the Famagusta District Administration, while the coordination for the implementation of the project will be done by the Famagusta District Administration.

According to the current environmental legislation (Law 127 (I) / 2018), this project falls under the projects of the Second Annex (Point 10g: Construction works of new roads with four or more lanes or alignment or widening of existing roads with two or fewer lanes to create four or more lanes, if not included in the First Annex), and therefore this Form 7 - Information Report should be completed.

Estimated Project Cost (€)

The estimated cost of the project will be up to € 1.000.000. These costs are expected to fluctuate according to the prices in force during the implementation period of the proposed project. It should be noted that in projects of this size 10% of unforeseen costs must be calculated.

Estimated Project Execution Period

The construction works of the road network are expected to start immediately after obtaining the necessary permits from the competent authorities. It is estimated that the works will start by September 2022 and will last up to 9 months. The time of implementation and final delivery to the traffic of the new road network depends mainly on the methodology of the construction works that will be followed by the contractor.

It is noted that the total time of completion of the proposed project will be significantly reduced in the case where construction work is carried out simultaneously on different sections of the route, provided that there are appropriate appropriations and the necessary staff, materials and equipment to implement the proposed project.

Purpose and Necessity of the Project

The purpose of the project under study is to improve the infrastructure of the area and especially the accessibility between the Technical School of Avgoros and the main road leading to Famagusta and Xylotympos. Specifically, the implementation of the project will have positive effects at the local level, as it will substantially improve the quality of transport services between neighboring communities (Xylotympou, Dasaki Achnas, Avgorou), as the completion of the road network under study will shorten the total time driving and road safety will increase.

The necessity of construction of the road network under study is considered great taking into account the difficulty of access to the Technical School from the west and the difficulty of overall movement of the inhabitants of the wider area served by the existing road network, which is mostly dirt and small cross section.

The road network under study is expected to be used mainly by residents of neighboring communities as well as students of the Technical School, to which access will be easier.

The location of the immediate study area is located about 2 Km northwest of the center of the residential core of the community of Avgoros and less than 300 meters from the dam overflow, as shown in Figure 1 and 2. Figure 2 shows, in orange, details the layout of the new road network (road 1) while the road network (road 2) is presented in red, which is existing and will be upgraded with small-scale works.

The layout of the road network is in line with modern geometric standards while the road from the Technical School to the existing dam road (road 1) was moved to the south, in relation to the original design of the project, so that it is located only within state plots of land.

Project Description and Location

The characteristics of the proposed project should be in line with the needs of the residents and users of the area, while at the same time, respect for environmental and man-made data is considered necessary.

The design, construction and operation of the proposed project falls within the framework and technical specifications, which are defined by the Department of Public Works of the Ministry of Communications and Works as "Geometric Design Standards for Inter-Urban and Rural Roads in Cyprus". The road study will be in accordance with the "Fourth Pavement Project, Pavement and Bridge Design Study, Pavement Design Manual, December 1989", the marking will be in accordance with the "Road signs, Standardization Design and construction with Auxiliary Annexes, February 1993 ”.

Specifically, the road network under study includes the construction of a new road network with a length of 1034 meters (road 1) while the improvement of the existing road network concerns a road of approximately 340 meters (road 2).

The beginning of the proposed route (road 1), as shown in Figure 2, starts from the Achna dam and ends in an area 2 Km northwest of the center of the residential core of the community of Avgoros and near the Technical School of Avgoros. At the junction of the road of the Technical School with the road of the dam, a “T” type contribution will be created with priority on the road of the dam. The slopes of "road 1" are very gentle (0,5%) while it is expected that earthworks will be needed to form the final altitudes of the road. According to the road profile, approximately 700,000 m3 of earthworks will be needed to form the final altitudes. For the existing part of the road under study (road 2) it is not expected to carry out any earthworks (earthworks etc) as it is existing with asphalt and gentle slopes (1,2%).

The road network is characterized as a local road with the basic function of connecting the neighboring settlements with the possibility of serving the passing properties and will consist of two traffic lanes. The cross section of the road network from the Technical School will be 12,80 meters in the straight sections while the curves will be widened according to the standard of the geometric studies. The study speed (maximum safety speed) will range between 50 km / h to 80 km / h in sections, depending on the straightness of the road network, the existence of curved sections, etc. The design of the new road network was carried out by the Department of Public Works / Department of Road Construction Studies of the Ministry of Communications and Works of the Republic of Cyprus. It should also be noted that the project design does not include parking spaces.
