Not ten, not twenty but about 1.575 civil servants will benefit from the release of the promotions that were frozen from 2012 until the end of 2016. In fact, many of those promoted will follow suit.

After "pocketing" the promotion, they will retire receiving increased retirement benefits. For the government, however, the retirements will contribute to the reduction of the total costs that will arise, which is expected to reach € 3,8 million. filling the existing vacancies in the Public Service as they were presented on the 1st of the year, will result in an additional annual cost of € 2,7 million. . However, according to the calculations of the TSI, the state budget is not expected to be directly burdened with the total cost, as not all promotions are expected to be carried out simultaneously by the Public Service Committee (Public Service Commission). In fact, it is estimated that the cost of promotions will be much lower due mainly to regular and early retirements.

In 2012, before the promotions went on the ice, EDY proceeded to 1.172 promotions and at the same time there were 1.289 vacancies. There are currently 16.752 promotion posts of which 1.575 are expected to be filled. According to estimates of the competent department, number of staff that will be promoted, will retire and the vacancies that will arise at the base will not be filled. In 2012, before the implementation of the freeze measure, 980 civil servants retired, of which 734 were early retirements, while last year 196 retired, of which 107 were early. As it is known, the thawing of promotions in the public sector was a product of the framework agreement between the Ministry of Finance and PASYDY, during which it was agreed not to grant surcharges in 2017 and 2018.

A relevant bill is pending in the Parliament, which, in addition to the release of the promotions, provides for the continuation of the moratorium on the recruitment of first appointment in the public sector. The state from 2013 to 2016, due to the freeze on recruitment, managed to save € 198 million, from the state payroll, which corresponds to 1,2% of GDP. The BTI estimates that no operational problems are expected to arise in the public administration due to non-filling, as vacancies are staffed by temporary staff. A total of 6.125 temporary employees serve in the State, of which 4.189 are of indefinite duration.

For emergencies, the government will apply the same practice that is in force today, ie it will proceed with the thawing of seats with the approval of Parliament. It should be noted that despite the ban on recruitment, executive and legislative powers from 2013 onwards, proceeded to thaw a total of 4.966 positions, of which 2.610 were related to education. After 2012, when the financial meditation measures were implemented, the number of public employees has decreased by 4.132 persons, with their total number today amounting to 48.135.
