In particular, during the voting of the state budget for the year 2017, the Plenary Session of the Parliament committed, among other things, for the purposes of parliamentary control the budget for the purchase of services amounting to € 15.980.000, setting as a condition for its release, the written consent of the Finance Committee of the Parliament. As it turned out, most MPs did not even know that the specific funds they committed were intended to cover the expenses for the year 2017 for the purchase of services of thousands of instructors for teaching in the afternoon and evening programs of Technical Schools, Training Centers, optional and uniform Schools as well as music - sports schools.

Contracts and the purchase of services entered public education in June 2013 when the Ministry of Education decided to dissolve the Foundation for the Management of Afternoon and Evening Training Programs (IDAVEP), judging that the specific educational needs should be covered by purchasing services. As a result, the approximately 2.500 IDAVEP teachers became self-employed.

With the Ministry of Education announcing that, from now on, the selection of trainers will be done on the basis of points after a competition announcement with the element of unemployment in front. That is, the undecided have priority.
