The "negligence" to adopt a significant number of European directives in the Cypriot legislation during 2016 is expected to cost the Republic of Cyprus many millions of euros.

As revealed by data submitted to the Parliament and quoted today by the newspaper "Phileleftheros", although the ministries had at least 24 months to pass the relevant harmonization legislation, they left behind 47 Community directives. Thus, Cyprus has received 23 warning letters, which brings it one step closer to the Court of Justice of the European Union.

Therefore, based on the data contained in the document of the Directorate-General for European Programs, Coordination and Development, dated 29/12/2016, which was sent to Parliament for information, a total of 47 directives are pending, the deadline for which is transposed into our national law. expired on 31/12/2016.

The 23 European directives that were not adopted by the Cypriot legislation, as cited in the article and for which Cyprus has received warnings are summarized as follows:

Ministry of Transport

- The Basic Requirements (Pleasure Boats and Individual Boats) Regulations. They should be voted by 18/1/2016. The Regulations were sent to the Legal Service for legal inspection on 18/2/2016. The Commission sent a warning letter on 23/3/2016.

- The Basic Requirements (Low Voltage Electrical Equipment) Regulations. They should be voted by 19/4/2016. The Regulations were sent to the Legal Service on 17/2/2016. Reminders were sent to the Legal Service by the Ministry on 1/8/2016 and on 12/10/2016. The Commission sent a warning letter on 26/5/2016.

- The Basic Requirements (Electromagnetic Compatibility) Regulations. They should be voted by 19/4/2016. The Regulations were sent to the Legal Service for legal inspection on 1/3/2016. A reminder was sent to the Legal Service by the ministry on 12/10/2016. The Commission sent a warning letter on 26/5/2016.

- The Law on the Scientific-Technical Chamber. It should have been voted on 18/1/2016. The harmonization bill was sent to the Legal Service on 2/11/2016. The Commission sent a warning letter on 23/3/2016.

- The Law on Merchant Shipping (Ship Equipment). It should have been voted on 18/9/2016. The harmonization bill was sent to the Legal Service on 9/12/2016. The Commission sent a warning letter on 24/11/2016.

Directive 2014/89 / EU establishing a framework for maritime spatial planning. It should have been voted on 18/9/2016. The harmonization bill has not yet been prepared by the competent Department of Merchant Shipping. The Commission sent a warning letter on 24/11/2016.

Ministry of Energy

- The Regulations on the Basic Requirements that must be met by certain product categories (measuring instruments), which should be incorporated in the Cypriot legislation from 19/4/2016. A reasoned opinion was sent by the Commission on 8/12/2016.

Ministry of Labour

- The Law on the Recognition of Professional Qualifications (Amending), which should be passed on 18/1/2016. Here, the harmonization bill was approved by the Council of Ministers on 2/12/2016 and sent to Parliament for a vote, with the Commission having warned in a letter on 23/3/2016.

- Directive 2014/67 / EU on the posting of employees in the framework of the provision of services related to administrative cooperation through the Internal Market Information System, which should have been voted on 18/6/2016, with the Commission having sent a warning letter dated 22/9/2016.

- The Basic Requirements (Pressure Equipment) Regulations. They should have been voted on 18/7/2016, the submission of which is still expected in Parliament. The Commission sent a warning letter on 22/9/2016.

- The Law on the facilitation of the exercise of workers' rights in the context of free movement. It should have been voted on 21/5/2016. The harmonization bill was submitted to Parliament for a vote on 2/12/2016. The Commission sent a warning letter on 22/9/2016.

Ministry of Interior

- The Law on Foreigners and Immigration (Amendment) (No. 3) Law. It should be voted by 30/9/2016. The harmonization bill was submitted to Parliament for a vote on 9/9/2016. The Commission sent a warning letter on 24/11/2016.

Ministry of Health

- The Regulations on the standards of quality and safety of human tissues, cells and by-products, by which two European directives are adopted, should be voted by 29/10/2016. However, they were submitted to Parliament for a vote on 2/12/2016. The Commission sent a warning letter on 24/11/2016.

Ministry of Finance

- The Law on Mortgage Credit Contracts for Consumers. It should have been voted on 21/3/2016. The harmonization bill is still being drafted by the ministry. The Commission sent a warning letter on 18/11/2016.

- The Law on Auditors. It should have been voted on 17/6/2016. The harmonization bill is expected to be submitted to the Council of Ministers for approval. The Commission sent a warning letter on 26/7/2016.

Directive 2014/92 / EU on the comparability of fees associated with payment accounts, the change of payment accounts and access to payment accounts. It should have been voted on 18/9/2016.
