What's up with Sakkiluoto Island?

Finnish commandos have discovered secret Russian military bases on a small island in the archipelago that Finland and Sweden "share". The military bases were revealed following intelligence reports of "signals" being sent to Moscow from a "hidden" area in Scandinavia.

The Finnish army organized an entire military operation, as a commando team, with two inflatables, invaded the island and after blocking the area in a large radius, carried out extensive control from side to side of the facilities.

The island of Sakkiluoto, with 17 sites and buildings, is said to belong to a mysterious unknown Russian tycoon named Pavel Melnikov. The only information leaked about the Russian "businessman" is his age, 54 years old and the city that is said to be based in St. Petersburg. His activities, his past, his route, how he was found to be the owner of the island, are a great mystery.
