Conte: Threatens veto if Italy's proposal on immigrants is rejected

The Prime Minister of Italy, Giuseppe Conte, threatened to veto the conclusions of the Summit regarding immigration, in case the demands of Italy are not met, coming to the Summit in Brussels.

The Italian Prime Minister stated that Italy's position on immigration is fully in line with the spirit and principles of the European Union and that Italy now wants words to become deeds.

"Italy no longer needs words and statements, but deeds. Today is a very important day and we hope that the words will be put into practice ".

Giuseppe Conte also said that, if the Italian proposal on immigration is not implemented, then there will be a unilateral solution. 

It is recalled that the Italian proposal, which consists of ten points, calls for "joint responsibility of European countries in terms of migrants", which means that migrants and refugees should disembark in all the Mediterranean countries of the Union.
 

The ten points of the Italian Proposal

-Intensifying the relations of the countries of the European Union with the countries of origin or transit of migrants, such as Libya and Niger.

-The establishment of protection centers in the countries of transit, for the evaluation of asylum applications and the provision of legal aid to immigrants, and for voluntary repatriations.

-Strengthening the external borders of the European Union.

- The need to overcome the Dublin Regulation, which "was created for other purposes and is now inadequate". The aim is to "adopt European instruments that are really effective".

- The need to overcome the criterion of first entry, because "whoever lands in Italy lands in Europe" and the need to show both solidarity and a sense of responsibility must be emphasized again.

-The common responsibility of the member states in terms of shipwrecks "because the burden of responsibility cannot be borne by the countries of first arrival". A distinction must be made between the safe port and the country responsible for examining asylum applications.

- The European Union must respond with joint initiatives to "human trafficking" and criminal organizations.

-The finding that not everyone can be transported to Italy or Spain. European protection centers are needed in many member states, to protect the rights of those arriving in Europe, but also to maintain public order.

- The idea that in terms of "secondary refugee movements" within the countries of the Union, these should be based on technical agreements between the various countries.

Finally, Italy considers that "each country determines the number of economic migrants", but that "the required economic countermeasures should be determined for countries that do not accept refugees".
