In his letter, President Anastasiadis referred to "the actions of the illegal Turkish occupation regime" and the plans for "a possible opening of the fenced section of Varos". It then notes the position of the Government of the Republic of Cyprus as previously stated in a letter to the UN Secretary General on 4 August 2017. In this letter, President Anastasiadis had informed the Secretary General that "the Turkish side was publicly referring to Plan B in "Cyprus which focused on the opening of the enclosed area of ​​Varosia for resettlement, after the Conference on Cyprus in Crans Montana". On August 18, the UN Secretary-General assured President Anastasiadis in writing that the United Nations position on the matter remained unchanged and was determined by the relevant United Nations resolutions.

Anastasiadis proceeded to prepare a new letter "taking into account the current delicate situation and the extremely negative effects of Turkey's provocative actions in the Exclusive Economic Zone of the Republic of Cyprus in the prospect of resumption of inter-communal talks" under the auspices of the General Secretariat.

Elsewhere in his letter, the PD quoted Antonio Guterres as saying that "the separate regime of Varos, as an area under the control of the Turkish army and an area in which Turkey has sole control and responsibility, is recognized in all Secretary-General's reports on UN action in Cyprus ". He reminds him that in his latest report to the Security Council - dated 11 January 2019 - he states that "the United Nations continues to hold the Turkish government responsible for the status quo in Varosi".

The President of the Republic emphasizes that "the framework for the return of the Varosians to their legal inhabitants" is defined through the 1979 High Level Agreements and resolutions 414 (1977), 482 (1980), 550 (1984) and 789 (1992). .

Anastasiadis underlines that what has been said by the Turkish side for a census study in Famagusta "it is obvious that the whole issue falls under the" Plan B "of Turkey with the aim of relocating the enclosed area of ​​Varosia, under military occupation." To note immediately after that "such plans are against the provisions of the relevant UN resolutions".

He points out that at this critical juncture, the actions of Turkey and the Turkish Cypriot community by "promoting plans that are aimed at achieving a meaningful and lasting solution to the Cyprus problem should be immediately rejected by the international community."

Elsewhere in the letter, the PD notes that the repeated appeals of the Government of the Republic of Cyprus for the return and resettlement of Varosia by their rightful owners and residents under the auspices of the United Nations have been rejected by Turkey.

Afterwards, President Anastasiadis reiterates his proposal for Famagusta, which he also submitted in writing to Mustafa Akinci during their last meeting, which includes:

1. The establishment of a Technical Committee for Reconstruction and Resettlement of the enclosed area of ​​the city of Famagusta.
2. As a first step to allow foreign and Cypriot specialists, including Greek Cypriots, to conduct technical studies for the reconstruction.
3. Apply to the European Union for funding for the studies and call on the United Nations to assist in the technical work.
4. The complete demilitarization of the region must be ensured.

Nikos Anastasiadis expresses to Antonio Guterres the hope that "the leader of the Turkish Cypriot side will respond positively to my proposal which can act as one of the Building Measures, in full conformity with the relevant UN resolutions calling for its return. enclave of Varosia to their legal inhabitants under the administration of the United Nations ".

Finally, the President of the Republic states in this letter that he remains committed to continue working with the UN Secretary General "in order to keep alive the prospects for the resumption of talks". He concludes by asking the Secretary General to make every effort to find a solution to the Cyprus problem.
