The Ministry of Health, on behalf of the Medical Services and Public Health Services, expresses in its announcement its intention to purchase the services of two (2) general practitioners for the provision of health services to immigrants and persons of international protection (political refugees and asylum seekers). ) at the Center for the Immigration and Reception of International Protection Individuals in Pournara.
The duration of the Contract will be for twelve (12) months with the right to renew for another twelve (12) months.
Compensation of doctors
In detail, per doctor:
€ 2.000,00 (two thousand euros) - fixed monthly payment and € 1.33 (indicative price) on the number of cases - floating monthly payment with a maximum of € 2.000,00 per month.
It is noted that the execution of the object of the Contract is not affected in any way by the variable remuneration. In case the total value of the floating fee exceeds € 2.000,00 per month, the Contractor must conduct the examinations of all immigrants who enter without additional fee and can not transfer any surplus to the next month. The maximum total amount that the contractor can claim is € 4.000,00, ie € 2.000,00 fixed monthly payment (calendar month) plus the maximum fluctuating € 2.000,00 per calendar month. In case a month is not completed then the fixed payment will be calculated based on the working days of the month for 30.5 days concerning the conventional month, ie [working days / 30.5 * € 2.000,00]. The maximum amount of the floating payment will be distributed accordingly.
The total value of the contract includes all kinds of costs and expenses of the Contractor in relation to the execution of the Contract assigned to him, as well as any kind of reservations and any other charges, provided by the Cypriot Legislation. The total value of the contract relates to all the services referred to in Article 2 of this Agreement.
The Contractor must send at the end of the month (calendar month), to the Competent Authority, in the name of the Medical Services and Public Health Services, for payment purposes, an original invoice together with: Original invoice - appropriately completed and signed by the Contractor and Original Form 4 - "Work report" signed by the Contractor and validated by the coordinator of the Asylum Service. The maximum value of the invoice should not exceed € 2.000,0 for the fixed part and € 2,000,00 for the floating for a period of one calendar month (eg Y / X / 2022- (Y-1) / (X + 1) / 2022) where Y = days and X = month.
Working hours
The clinic will operate for the provision of medical services daily from Monday - Friday and the contractor must provide its services as needed and in consultation with the project team of the Contracting Authority.
Applications
The applications that will be submitted will be registered in a list (in alphabetical order), which will be checked by Mrs. Nikoletta Pyrgotou, Hospital Officer. Laboratory, Purchasing and Procurement Directorate of the Ministry of Health.
In case of submission of more applications than the existing need, the selection will be made through the lottery process.
Applications will be submitted in one (1) sealed envelope in the box offer box no. 1, of the Directorate of purchases and supplies, of the Ministry of Health (in the file the tender no. “S.Y. 04/22” should be written). , submitting completed forms 1, 2 and 3 and all certificates / attestations / degrees required in accordance with this.
The last date for submission of applications is until 24/01/22 at 10 a.m.
Applicants must meet the following basic requirements:
Required Qualifications: Copy of registration with the Pancyprian Medical Association, License to practice medicine for the year 2022 by the Pancyprian Medical Association. Attach a copy and very good knowledge of Greek and good knowledge of English. Proficiency in the required languages should be documented by candidates by the closing date for applications.
Duties and Responsibilities
(1) the successful economic operator is obliged to provide Personal Physician Services as defined by the relevant task book of the General Health System (Personal Physicians) Regulations 2019.
(2) In the context of ensuring Public Health, examines and evaluates the health status of newly arrived immigrants, referral for laboratory tests, referral for medical examinations, supervision / organization and interpretation of Mantoux test, blood sampling and other haematological tests, rapid tests, medication, prescriptions for medication, wound changes, examination (dxstick, electrocardiograms), vital signs (pressure, temperature and pulse), injury care and supervision, injections and first aid dealing with emergencies and their referral to the Department of Accidents and Emergencies, identification of vulnerable people, and keeping / updating a medical file of immigrants at the Reception Centers for International Protection of Pournara.
(3) Participation in educational programs for the Istanbul Protocol. Procedure for examining possible victims of Torture in the context of their application for political asylum
(4) Submission of suggestions concerning the standard operating procedures (Standard Operating Procedures) and supervision of their implementation, execution of the required administrative work and general coordination related to the operation of the practice.
(5) the Contractor must, upon signing the Contract, submit insurance coverage for legal liability against professional / medical negligence in excess of the total amount of € 300.000,00 which will cover the doctor involved in his treatment. The insurance must also cover injury, personal injury or other damage and death, as a result of the Contractor's negligence, negligence or failure to comply with the terms of this Contract. The insurance coverage for legal liability against professional negligence must have an expiration date of two (2) months after the expiration date of the Contract.
(6) in the performance of his duties is obliged to comply with the Legislative / Regulatory, General or Special Provisions, Instructions, Circulars and Practices, as they are applied by the Ministry of Health.
(7) In the event that the Contractor wishes to terminate the contract for the purpose of exercising for the acquisition of medical specialty, he must inform the Coordinator of the Contract in writing 30 days before his planned departure.
Supporting means provided to the Contractor
The necessary space is provided for the execution of the necessary procedures that fall under the Contract. Existing equipment and consumables will be used. Also, access to all information, data, equipment, materials and documents that are reasonably required to provide its services. In addition, the necessary cooperation with the appropriate staff will be ensured.
Notes
The Ministry of Health may terminate the contract whenever it deems necessary without the successful economic operator requesting any compensation. In this case, the economic operator should send an invoice to the Accounting Office of Medical Services and Public Health Services certified by the responsible coordinator only for the days he has worked.
For the purposes of the Contract, any previous working months of the Contractor will be counted, based on orders and / or the purchase of services, so that the Contractor signs a contract that in total will not exceed 30 months of service.

The successful bidder must, after being notified of the award of the bid and in any case before the signing of the Public Contract, submit insurance coverage for legal liability against professional / medical negligence under the General System Law according to the KDP. 496/2020, article 5 (1) (a) (ii), which exceeds the total amount of € 300.000,00 which will cover the doctor involved in his treatment. The insurance should also cover injury, personal injury or other damage and death, consequence of negligence, negligence or omission of the bidder to comply with the terms of this Public Contract.
