The government claimed that everything would be safe and transparent and in the end the opposite happened. What once seemed like a revolutionary approach to prostitution is now considered a disaster by all but those who seek to profit from the extradition of women. The Dutch Empire seems to be collapsing. More than a third of "open" brothels have closed and more will soon lose their licenses.
