Disputes for a new landfill tender by the Larnaca-Famagusta Waste Exploitation Council

The Council for the Exploitation of Sites or Utilization of Domestic Waste of the Larnaca - Famagusta Provinces informed the Minister of Agriculture that he will not sign for the receipt of the OEDA Kosi unit in case the terms of the tender do not change. It is noted that the Department of Water Development has announced an open international tender for a three-year operation of the unit, with the possibility of renewal for another two years.

It is emphasized that the Council in the letter to the Minister emphasizes that the new announcement should not exceed two years, otherwise it will not take over the management. The Council raises issues of future risk of malfunction of the plant due to the past years, but also the fact that the amount of garbage received after the closure of the landfill in Kotsiatis and the transfer of waste from the province of Nicosia to the Kosia unit has doubled. The Council is concerned that another five years will pass and that significant quantities of rubbish will continue to be buried, with an impact on the environment and the health of the neighborhoods, due to fumes and leaks.

The existing 10-year contract with the Elector-Hellenic Technodomiki-Cyparco consortium expires in five months, in March 2020. The estimated value of the tender over the five years is 58,5 million plus VAT. For the first three years the estimated value of the tender is € 30,5 million for operation and maintenance, € 5 million for the provision of technical services (additional bulky waste shredder and construction of a new cell) and for the remaining two years for the extension of operation and maintenance services € 23 million. Offers will be accepted until 12/11/19.

It is noted that the announcement of the tender for the management of the Kosia plant stipulates that the candidate bidders have the right to visit the facilities and the Foundry Council decided how to allow the visit.

In the letter of the Foundry Council to the Minister of Agriculture dated 20 September 2019, he expresses his disagreement with the time horizon of the announcement for 3 + 1 + 1 years. The Council notes that the new notice should not exceed two years and that the ministry should be able to announce during this period a new tender with a new waste treatment method that is in line with national legislation and European directives.

He points out that the Kosia unit has been operating for over 10 years, while recently the quantities it receives have doubled with the integration of the Nicosia areas and various problems are created in the wider area, but also in the operation of the unit.

In a second letter dated 14/10/19, the Council states to the Minister of Agriculture that it will not sign a new contract with a new contractor in case a contract is provided that provides for operation for more than two years.
