DIKO Larnaca MP Christos Orfanidis denounces a possible misappropriation of public money in a letter to the Auditor General, Odysseas Michailidis.

According to a letter sent on November 22, MP Christos Orfanidis complains that the government's agreement to rent the building of the Famagusta Land Registry in Paralimni was made with a company that has been deleted from the Register of the Companies since 2013.

According to Mr. Orfanidis, the agreement reached between the Ministry of Transport, Communications and Works and the company to rent the building may be a product of irregularity and the agreement between the two parties may be a legal problem.

Subject: Complaints about possible embezzlement of public money and other irregularities concerning the selection of a specific building for relocation of the offices of the District Land Registry of Famagusta

Dear Mr. Michaelides,

Following the discussions that took place in the Parliamentary Audit Committee, on the above issue, I would like to bring to your attention the following:

1. It is known that the offer for rent by the state for the building belonging to the company RUIDOSO OVERSEAS LTD (HE 177939) for housing the Land Registry of Famagusta, was registered on June 15, 2016.

2. Previously, on February 24, 2014, with act number P74 / 2014, the purchase of the building in question, which belonged to the company CHR.KARAYIANNAS & SON DEVELOPERS LTD (HE 172641), was agreed by the company RUIDOSO OVERSEAS LTD. According to a responsible statement of the company RUIDOSO OVERSEAS LTD (type DE 34A), at the time of transfer of the building in 2014, in paragraph (c), it is stated that the situation of the company's shares is still in accordance with the founding document.

3. At the same time, it has come to my notice that the shareholder of the company RUIDOSO OVERSEAS LTD is entirely the company GERING LIMITED (HE 150715), which since February 2013 and in accordance with the Law on Companies Law KEF.113. Article 327, the company with the above name (GERING LIMITED) has been deleted from the Register.

4. In fact, the agreement between the Ministry of Transport, Communications and Works and RUIDOSO OVERSEAS LTD to rent the building may be a product of irregularity and the agreement between the two (2) parties may have a legal problem. for the reason explained in point 3.

5. I have also been informed that the above procedure is being proceeded by the owner company DURING PARKING for the following reason:

Due to the reduced area of ​​the proposed rental building in Paralimni, they have included the area of ​​the mezzanine floor of the said building, which, if included in the area, then exceeds the allowable building factor. The above application was made in order to harmonize the specifications of the selected building with the terms of the Declaration of Invitation of Interest dated 1 August 2014, specifications which should have existed on the date of submission of the declaration of interest. If it did not meet the terms of the call for expressions of interest, RUIDOSO OVERSEAS LTD's offer had to be rejected.

6. Nevertheless, the Public Works have started landscaping works in the aforementioned building. (Building, Woodworking, Electrical, etc.), from Monday, October 23, 2017.
