After 17 years of application of the existing provisions, the Ministry of Education is studying the gradual expansion to the age limit of children enrolled in kindergartens and in the first grade of primary school, starting from the school year 2018-2019.

This proposal, which is being implemented in most EU countries, is, among other things, a measure to reduce language and math illiteracy but also a recipe for success for better student performance of more children. According to the Ministry, this expansion "is promoted for educational and pedagogical reasons, as it will enable the affected children to study in both pre-primary and especially in the classroom, having greater learning and emotional readiness and maturity."

As stated, "research data, as well as the experience of teachers and parents, suggest that at this age some children, mostly boys, are learning and emotionally immature to attend primary school, while their learning readiness as and their physical and cognitive development vary considerably. "
