The Service for Care and Rehabilitation of Displaced Persons (YMAPE) after the decision of the Council of Ministers on 3/7/2019 approved the revised plan to provide financial assistance for housing displaced persons and victims which was implemented on 4/7/2019, which sets the conditions and the conditions for the housing projects, with the beneficiaries being able to receive up to 40.000 euros in financial assistance.

For the housing plans implemented by YMAPE there are defined income criteria depending on the composition of the family and the amount of the total annual family income, while the maximum amount of financial assistance that beneficiaries can receive is 40.000 euros, for those families with four or more children. .

More specifically, the income criteria are as follows:

In fact, in this housing plan there is provision for financial assistance for home repair. Beneficiaries are those who meet the criteria, provided that the residence in question is over 20 years old and the applicants have not previously received any other housing assistance.

It is noted that for all three of the above housing plans, the income calculation includes the annual gross incomes of both members of the couple (along with the 13th salary) along with any other benefits.

In particular, "Gross Income" means the gross income of the year preceding the date of application together with the 13th and 14th salaries of all family members, including overtime allowance, maintenance allowance and other public benefits. Funds. Student sponsorship, child allowance, pay cuts, any special tax-free cuts to a paid applicant and other non-recurring allowances / benefits are not taken into account. In the event of the inclusion of minors or adult children with disabilities which prevent them from living independently, any allowances paid by the Public Fund for the child / children in question due to his / her disability will not be taken into account in the calculation of family income.

 

Who are the beneficiaries of the project

 

  • An application can only be submitted by displaced Refugee ID holders "without restrictions" or by suffering Certificate / Certificate holders from the Victims Relief Committee.
  • The applicant and the other member of the couple should not have received any other housing assistance previously from YMAPE or the state in general. It does not take into account any housing assistance provided by the Equal Burden Distribution Agency or the Land Allocation Plan to Low Income Families or the Housing / Apartment Purchase Plan under the Low and Moderately Paid Plan of the KOASI or KAO

The applicant's family must have a permanent residence in Cyprus. Exceptions are the following cases:

(a) A Civil Servant serving abroad by appointment.

(b) A sailor and another worker abroad with an employment contract, provided that his family is proven to be permanently resident in Cyprus.

  • The applicant and the other member of the couple should not be and / or be the owner of another house (apartment or house) in the vacant areas. To this end, a nationwide investigation of real estate ownership has been carried out since 1974 until today. An exception is given in cases of possession of a property used by the same applicant as a commercial property.
  • The applicant's family should not have applied to the Compensation Committee for the sale of property in the occupied territories.
  • Financial assistance is provided for housing purposes only and not for business purposes.

Each beneficiary is granted only one housing allowance and is not exempt except:

a) for rent subsidy purposes in exceptional cases,

(b) in the event of divorce and remarriage or cohabitation agreement with another refugee who has not received or has been granted housing assistance;

and provided that the terms and conditions of the plan are met.

The application can be submitted by:

i. single persons, provided that they have not entered into marriage or cohabitation agreement,

ii. family, meaning that they are married, or have entered into a cohabitation agreement by presenting a common refugee identity in case both members are displaced.

In the case of a family with children, the application may include minors up to 18 years of age, children studying (up to 23 years old female and 25 years old males) and therefore a Certificate of Attendance, national guards and adult children with disabilities who prevent them from living independently and a relevant Certificate will be submitted. It is understood that any income of the children included in the application is not taken into account.

(iii) A single parent who has custody and custody of a minor child (s), which in this case is considered as a family with a child / children. The term does not include an displaced single parent who has custody and custody of a minor child as a refugee.

In case of divorce, an application can be submitted by the interested parties and their application can be considered as a single person or as a divorced family with children. It is understood that, for the custody and care of children, a court decision must be secured or there must be an agreement on the custody and custody of minors. It is further understood that persons who are in a "dimension" cannot be separated as a single person or a divorced family with children.

(iv) Beneficiary cohabitants, relatives (up to the third degree), who are not a family, to whom the corresponding financial assistance is granted as a single person

What documents should accompany the application?

  • A valid purchase of an apartment / house is considered to be the purchase made on the basis of a stamped purchase and sale document submitted to the Department of Lands and Surveys, exclusively in the name of the displaced applicant and / or in the name of the other member of the couple.
  • In case the document has not been concluded before, a title deed can be presented, while in the case where a title deed was first signed and then followed by a transfer of the title deed, the date of acquisition of the property is considered the date of conclusion of the document regardless. of the acquired property has not been completed.

Along with the above documents, the applicant must provide:

(a) Building Permit of the purchased apartment / house,

(b) Topographic Plan,

(c) Certificate from the EAC Permanent Connection of the property in the name of the applicant and / or the other member of the couple,

(d) Certificate of Private Designer for the area of ​​the housing unit in the form of a form determined by YMAPE, and

(e) documentation of payment of the purchase cost or in case the purchase has not been completed, documentation of the availability of sufficient financial resources to cover the budgeted cost of acquiring the house / apartment. That is, a copy of the loan security approval or a copy of a pre-contractual agreement with a Financial Institution and for the part of the costs related to own financial resources, documentation of deposits with a certificate from a financial institution

  • In cases of transfer of a share or the entire house / apartment by donation, the presentation of a stamped purchase and sale document submitted to the Department of Lands and Surveys and the requirement provided in paragraph (e) above is not required.
  • In case the purchase has been made before the application is submitted and within 1 year before the application date 100% of the housing assistance is granted and within the 1st and 2nd year before the application date 50% of the housing assistance is granted, meaning that the remaining terms and conditions are met. It goes without saying that for a purchase / acquisition that took place more than 2 years before the date of application, no housing assistance is granted.

In cases of transfer of a share or the whole house / apartment through purchase or donation, including the transfer of a self-housing house or a government settlement house, by the following relatives:

- Children

- Parents

- Parents in law

- Grandparents,

50% of the current assistance is granted.

Financial assistance, excluding any reductions / cuts, is paid if the house is ready for use (and a Certificate from the EAC is submitted), in a lump sum to a bank account exclusively in the name of the applicant or in a joint account with the other member of the couple, by the Accountant of the relevant Prefect after signing an Agreement with the relevant Prefect or his representative. An exception is the purchase of a housing unit by KOAG where the sponsorship can be paid to the account of KOAG after submitting a Responsible Statement of the applicant

What the revised plan provides

The Council of Ministers approved on 3/7/2019, the revised financial assistance plan for housing of displaced persons and victims which was implemented on 4/7/2019, which determines the terms and conditions for housing projects.

With the revised design:

- Income criteria increase,

- The financial aid given to the beneficiaries is increased,

- The financial support provided for housing repairs is increased,

- A restriction is introduced in the area of ​​the houses where it can no longer exceed 250 sq.m.,

Houses with swimming pools are not eligible for the project, and

- Simplified procedures are introduced to speed up the examination and approval time of applications.

Beneficiaries

With the new revised criteria, only persons who are proven to have sufficient resources to obtain housing and are therefore actually able to avail themselves of the financial assistance that will be given to them to obtain housing will now be able to apply.

Existing applications

Existing applications, ie applications submitted before 4 July 2019, which meet the new criteria, ie applicants have already purchased, erected or have sufficient resources and submit the required documents, will be upgraded and their applications will now be considered based on the new criteria where the amount of financial support is increased. It is clarified that a new application will not be required. It is noted that for the existing applications, the conditions concerning the area of ​​the house and the construction of a swimming pool will not be taken into account. A similar arrangement will be followed for applications already approved for which no amount has been paid to date. Therefore, these applications will receive the new increased aid only on condition that the necessary certificates are given.

Existing applicants who are unable to demonstrate that they have sufficient resources will be considered on the basis of the existing criteria. Consequently no applicant will lose any right.
