The Minister of Interior, Konstantinos Petridis, informed the Parliament that his Ministry is oriented towards the separation of the housing policy from the refugee policy and towards the granting of annual compensation for loss of use for the occupied properties.

The Minister of Interior further announced that large projects will not require the contribution of communities so that projects are not frozen because some or some communities are unable to pay the contribution.

The Minister of Interior also announced the withdrawal of the bill for the utilization of state property, which is before the Committee of Interior.

Also the Director of the Land Registry Andreas Socrates, referring to the implementation of the legislation for trapped buyers, said that it is implemented as much as possible. He added that an amendment to the law for trapped buyers has been prepared (special execution) so that in order for a document to be submitted to the Land Registry, it will be free from any charges, and that an amending bill for trapped buyers is in the legal service to address observed when the law was tested before the Courts.

During the meeting of the Finance Committee held in the presence of the Chairmen of the Parliamentary Committees, Interior Eleni Mavrou and Refugees of Koukouma. AKEL and DIKO MPs criticized the Minister of Interior for his presence with Ministry of Foreign Affairs officials in activities of the electoral staff of the President of the Republic.

Asked to clarify whether the proceeds - on the issue of the use of state property - will be allocated to the trimmed depositors as a thought posed by the Minister of Finance, he said that any theory can not be valid from the moment the bill was withdrawn. He further clarified that the operation of the support fund is irrelevant and noted that 25 million have already been deposited in it.

During the presentation of the Budget of the Ministry of Interior, Mr. Petridis said that the Budget of 2018 was prepared for the first time as part of the three-year strategic plan and in the context of fiscal responsibility.

In the statement after the session, he stated that for the three years 2018-2020, an expenditure of 560 million euros has been foreseen for development expenditures, of which 385 million will be made in urban areas, 175 million will be in the countryside and 25 million will be in suburban areas.

He went on to say that for 2018, the Budget of the Ministry of Foreign Affairs amounts to 511 million plus 36 million that are in the Budget of the Directorate-General for European Coordination and Development Programs, for which the Ministry of Interior is the intermediary body. So the available resources are 547 million, he added.

The strategic planning includes 7 strategic aspirations and was linked to specific projects, plans and programs in combination with the human resources required for their implementation, said the Minister of Interior.

In the past, we spent hundreds of millions more than we received without doing the necessary projects that have added value, he went on to explain that the resources of the Ministry of Interior have been allocated to the 7 strategic goals.

These are development projects in the cities and the countryside 160 million, in the strengthening of the cooperation with the local authorities with the support of the local self-government 102 million, in the better and more rational management of the real estate 124 million euros, in the implementation of effective policy for the displaced, rational use of EUR 69 million assets, the implementation of an integrated and balanced immigration policy of EUR 14 million, the strengthening of civil protection in cases of natural disasters of EUR 8 million and the promotion of efficient and open public governance for services to citizens through provincial administrations and sponsorships to semi-governmental organizations 64 million.

Mr. Petridis also said that among the policies under review is the refugee policy, which after 43 years does not take into account the value of the property held by the displaced.

During the presentation of the Budget, the Minister of Interior said that the absorption of funds from the European funds is in a good place as for 2014-2020, the approvals reached 36 million and 19 million were paid.

The Minister of Interior stated the political will of the Government to implement projects with national resources, in cases that do not meet the criteria to secure Community funds and cited the restoration of the old Athenaeum market, a project which does not provide Community funds and will be promoted with national expenditure.

Answering the questions and positions of the MPs, the Minister of Interior said that it is paradoxical to accuse the Government of lack of strategic planning, as in fact strategic planning is done, since development expenditures have a ceiling and therefore priorities are set.

He noted that the urban incentives, with unwavering evidence, helped the economy and created jobs and said that in cooperation with the Auditor General they will be made permanent within the framework of local plans.

Furthermore, Mr. Petridis said that the immigration policy needs to be reviewed as the 7.500 applications for civil protection status need attention.

Mr. Petridis also said that his Ministry is in consultation with the local authorities in order to make a housing program work.
He further stated that he expects a reduction in the prices of the plots from KOAG soon. He also said that for a huge percentage of plots that were granted, there was an unbearable financial burden, resulting in a redistribution of wealth from the bottom up. "We are studying the terms of the order so that KOAG can carry out its work," he said, noting that there were cases where houses provided by the organization were used for holiday homes.

Regarding the Land Reclamation Department, which through the Budget of the Ministry of Interior is abolished as a department and its responsibilities are integrated in the Departments of Urban Planning and Land Registry, the Minister of Interior said that after the recommendations of the Auditor General we said that the Department would be much more creative to be integrated into the Land Registry. There were findings of scandals, he continued, addressing the Members of Parliament, he wondered what was the purpose of not listening to the experts.

He stated that it is a matter for the executive to decide on the consolidation or abolition of parts and noted that urban land reclamation is a purely urban tool and is done by urban planning. "Let us not defend a kingdom," he added.

As for refugee policy, he said housing plans had been made for the immediate needs of refugees, and that refugee policy remained unchanged 43 years later. The government's intention is to formulate a strategy that will separate the part of the need with the real estate that the displaced person had in the occupied areas, he continued.

The displaced person will receive compensation for loss of use, he explained annually, stating that the policy for the management of T / C assets is under review.

Mr. Petridis announced that a letter has been sent and the rent allowance will be increased by 15%.

Regarding the naturalization of investors, the Minister of Interior said that by September 12, 4.629 applications had been submitted, of which 2.553 were pending.

Regarding the trapped buyers, the Director of the Land Registry said that under the legislation on compulsory transfers, 15.000 applications were submitted, of which only 7.000 have a title deed, while the other 8.000 must be preceded by a title deed. He further stated that out of 7.000, 3.500 have been transferred.

He also said that for the 28.000 properties whose buyers are trapped in 1.600 developments, for 1.200 "we know what is on the ground with on-site plans".

Mr. Socrates also said that 250 cases have been taken to the Courts by banks.

Mr. Socrates also said that in the coming days he will transmit to the Parliament numerical data on the purchase and sale of e / k properties in the occupied areas.
The Chairman of the Committee on Interior Eleni Mavrou commented on the recent incident with the presence of the Minister of Interior in the staff of the candidate for President N. Anastasiadis, adding that the Minister of Interior is in charge of the election process and noting that Caesar's wife must appear and be honest.
He noted that the planning of the Ministry of Foreign Affairs lacks long-term planning. He added that the way in which political plans are influenced by urban incentives has not been answered so far, he said that the funds for the housing of refugees have not been absorbed, and the Government is showing reluctance in the reform of the local self-government.

In a statement after the session, answering a question regarding the bill for the utilization of the state property that was withdrawn, Mr. Mavrou said that it was initially submitted for the reduction of the debt, a need that based on a letter from the Central Bank ceased to apply.

He also said that with the withdrawal of the bill, the voices against the attempt to sell off the state real estate were justified.

"Because a lot is heard at the moment and the citizens who listen to it should keep a small basket," he added.

The President of the Refugee Committee, Skevi Koukouma, noted that those who know the refugee policy want to cry. He added that those who had been budgeted for housing the refugees would go for VAT refunds to the Church and the rent allowance well below the allowance given to the EU, at a time when rents have skyrocketed.

DISY MP Onoufrios Koullas wondered why 8 million are needed in the T / C property fund, at a time when the fund should have income.

After the meeting, Mr. Koullas expressed satisfaction with the fact that the government regarding the refugee policy considers that there should be a separate housing policy for refugees, from the general refugee policy, for the government's decision to increase the allowance. 15% rent for refugees, for the policy for the release of thousands of property buyers and the rationalization of infrastructure projects in the communities, through which large-scale projects will be done with 100% state resources.

DIKO MP Panikos Leonidou stated that a complete lack of planning was found, criticizing the Government's attempt to indirectly abolish the Land Reclamation Department and assign it to another department.

He said that there is a lack of perspective for the much-discussed policy statement, but the Government did not give its final position in the Budget that the Government is in a state of backwardness for local government reform. He further added that there was confusion over the issue of development zones.

The issues of refugees seem to be the patchwork solution of problems, said the DIKO MP.

The MP of the Movement of Ecologists - Citizens' Cooperation George Perdikis said that the Minister of Interior did not answer key questions, such as whether the person in charge of the elections should be an official.

The presence of the Minister of Interior in the electoral staff of the President of the Republic is bad for democracy, Mr. Perdikis continued, adding that the regulation of the issue by legislation will be investigated.

Mr. Perdikis also said that the biggest failure of the Ministry of Foreign Affairs is that it failed to proceed with the reform of the Local Government.
