It is recalled that High Representative Josep Borrell is in regular contact with Member States on the issue, including Foreign Minister Nikos Christodoulidis.

It is recalled that the Heads of State and Government have set very specific conditions for rapprochement with Turkey at all recent European Councils, which, as noted in the conclusions, the official notes. It's up to the heads of state and government to decide.
