Disciplinary investigation against the Famagusta Land Registry

The procedures for conducting a new disciplinary investigation at the Famagusta District Cadastral Office are being initiated by the Ministry of Interior against a number of employees, who allegedly committed disciplinary offenses related to the insufficient storage of documents at the Cadastral premises.

The investigation against the said officials - there is talk of involvement of three cadastral officials - was decided after the study of the finding of the investigating officer, who investigated complaints against an employee of the Famagusta Cadastral Office for leaking information to a member of parliament.

According to a confidential letter of the Minister of Interior Konstantinos Petridis to the Parliament, dated 29/8/2019, which is signed by the General Director of the Ministry Kypros Kyprianou, because the involved employee who allegedly leaked information from the Land Registry belongs to the alternating staff of the Department of Administration and Personnel, the director of the Department of Land Registry Andreas Socratous asked the Minister of Finance Haris Georgiadis to appoint a research officer. As it happened.

With Mr. Kyprianou pointing out in his letter that, with the completion of the investigation, the Department of Administration and Personnel of the Ministry of Finance informed the Ministry of Interior that there is a question of considering the possibility of committing disciplinary offenses against certain employees of the Office of the Chief of Staff. Following this development, states in his letter Mr. Kyprianou, the procedures are being initiated, this time by the Ministry of Interior, for the appointment of an investigating officer, who will undertake the conduct of the new disciplinary investigation.

It is worth mentioning that in the letter of the director general of the Ministry of Interior to the Parliament no reference is made to the findings of the investigation carried out for the leaks of information to a member of parliament, who, to note, was summoned and testified to the investigating officer. At the same time, Mr. Kyprianou's letter does not mention the disciplinary offenses allegedly committed by the other employees of the Famagusta District Cadastral Office. According to information, the specific cadastral officials will not be disciplined for the alleged leaks to an MP but for similar offenses related to the improper storage of documents and other information.

It is worth mentioning that in July 2018, the Public Service Commission found two employees of the Land Registry guilty and imposed the penalty of forced retirement, on the charge, among other things, of leaking documents and information. They are a permanent assistant cadastral officer who served in the District Cadastral Office of Nicosia and a permanent assistant cadastral officer who served in the District Cadastral Office of Kyrenia. The relevant conviction of EDY was published in the Official Gazette of the Republic of Cyprus without mentioning their names. The two men were collaborating with a Turkish Cypriot lawyer, who was filing applications for Greek Cypriot refugees with the illegal compensation committee of the pseudo-state.
