Eurostat notes that its estimates are based on the International Labor Organization (ILO) definition of unemployment, according to which unemployed are unemployed people who have been actively looking for work for the last four weeks and can start working within the next two weeks. .

The coronavirus pandemic has led to a sharp rise in unemployment benefits, but a significant number of those enrolled in unemployment funds were no longer actively looking for work or were not available to work, including due to obligations such as raising children. This leads to differences in the numbers of those who have been declared unemployed and those who are considered unemployed under the ILO definition.
